SUBJECT: PROGRAM MANAGEMENT OF THE EAGLE MOUNTAIN
WATER TREATMENT PLANT EXPANSION
The Eagle Mountain Water Treatment Plant (EMWTP) is one of four water treatment plants serving the
City of Fort Worth. This plant was originally constructed in 1992 and was subsequently expanded in 2001
to 70 million gallons per day (MGD). This plant serves the rapidly growing Alliance area and Lake
Country in addition to wholesale customers such as Northlake, Keller and South Lake.
The recently completed Water Master Plan projects an increase in the total peak flow for this area of 31
MGD by 2007. In order to meet the projected peak day water demands, the Water Master Plan
recommends an immediate expansion of the plant.
Freese & Nichols will provide overall program management for the expansion of the plant. As program
manager, Freese & Nichols will be responsible for project scheduling, regulatory coordination, public
outreach services, development of a conceptual design report, and a master plan for the plant site. In
addition, Freese & Nichols will conduct preliminary pilot plant testing to evaluate the feasibility of the
membrane treatment process and perform life cycle cost comparisons with the conventional water
treatment process.
0 fhe conceptual design reports for the raw water intake, raw water pump station, raw water transmission
main, plant expansion, and high service pump station will serve as the basis for upcoming requests for
proposals for design services from engineering firms to be awarded separately as shown below:
