SUBJECT: Update on ISO Rating and Implementation of 4-Person Staffing at

3-Person Stand Alone Fire Companies
The City Council requested a status report on the following two issues: Insurance Service Organization
(ISO) rating process related to year 2000 evaluation of the fire department; and an implementation
schedule to upgrade the 3-person stand alone fire companies to 4-person staffing.
STATUS OF INSURANCE SERVICE OFFICE (ISO) RELATED TO THE FIRE DEPARTMENT
ISO is an independent statistical, rating and advisory organization that serves the property/casualty
insurance industry. ISO collects information on a community's public fire protection and analyzes the data
using the Fire Suppression Rating Schedule (FSRS), ISO then assigns a Public Protection Classification
(PPC) from 1 to 10. Class 1 represents exemplary public protection and Class 10 indicates less than
minimum recognized protection. ISO evaluates three areas to determine the PPC of a city. Those areas
are: Fire Alarms, Fire Department, and Water Supply. (See attachments)
ISO conducted their assessment of the fire protection capabilities of the City of Fort Worth during FY
1999-00 and issued a final report in August 2001. Out of a possible 106.5 points, the preliminary rating
for the fire department was 76.28. After correcting the calculation to the water supply portion of the grade,
the total score was adjusted to 77.96. This score placed the City of Fort Worth in a Public Protection
Class 3.
According to ISO representatives the PPC rating does not expire. However, there are three ways that a
c4 can be re-evaluated:
1) A written request can be made by either the Mayor, City Manager, or Fire Chief;
2) By Community Survey Questionnaire, sent to the jurisdiction, by ISO representatives
approximately every 30 months; or
3) By a Frequency Survey, which is driven by population growth of the city; and conducted on 10-15
year time frame.
On July 3, 2001, the Fire Department met with ISO representatives, the Texas Department of Insurance,
Fort Worth Water Department, the Organizational Analysis Unit of the City Manager's Office, and the Fire
Fighter's Association to discuss ways to improve the total grade. The following three areas were identified
as having the greatest potential for improving the total grade:
Equipment carried on engine companies,
Compressed Air Foam Systems (CAFS)
Staffing
To address these recommendations the following actions are in progress:
Add a fourth person to the five stand-alone, three-person companies

Submit a Decision Package to purchase all of the appropriate tools and equipment beginning fiscal
year 04-05
Work through details to purchase Compressed Air Foam Systems (CAFS) for apparatus. The
funding for CAFS is in the 2004 CIP.
After the five stand-alone, three-person companies are upgraded; that will leave 16 three-person
companies at double company stations, which need to be upgraded. According to ISO representatives, to
determine potential areas that may lead to lowering the PPC a "Class Details" meeting can be requested
by the City.
UPDATE ON 4-PERSON STAFFING
Pursuant to the City Council discussion on March 30, 2004, the remaining five, 3-person fire
companies, as well as those companies budgeted and slated to be upgraded in July 2004 are being
staffed to 4-person companies using overtime funding. The companies upgraded are:
13,15,18,19,28,29,30,44. This occurred almost immediately after the March 30th Council meeting
and as soon as the staffing could be coordinated by the department. This immediate implementation
will have an impact on this year's overtime budget; however, the Fire Department will attempt to
minimize the overall budget impact. This 4-person staffing level of the remaining five, 3-person fire
companies will require the full year appropriation of approximately $125,000 to be added to the fire
department's budget in the next fiscal year. This alternative staffing effort using existing vacation
relief and overtime should save the City about $800,000 next fiscal year compared to using the
traditional staffing model of hiring full-time personnel.
CONCLUSION
The upcoming budget discussions will include proposals in the form of decision packages for the
purchase of the needed tools and equipment, continued funding of current fire company staffing, and
upgrading remaining three person companies. Also, the Fire Department recommends that a written
request be made to ISO representatives asking for a Class Details meeting to determine potential areas
that may lower the PPC rating. Unless the City Council has any objections, this request will be prepared
and delivered to ISO representatives in the near future. Additionally, on a future date the services of a
consultant may be needed to assist in the ISO evaluation process.
