Page 1 of 1 SUBJECT: Appointment of Mayor's Planning & Advisory Committee on Homelessness Pursuant to guidance from the Housing and Workforce Development Committee, staff has made preparations for appointment of community representatives to a Mayor's Planning and Advisory Committee on Homelessness (PACH). The purpose of this group will be to create a Ten-Year Homelessness Plan, and to advise the mayor and City Council regarding possible actions to address ongoing homelessness issues that affect the community. The Mayor's Planning and Advisory Committee on Homelessness is being created as a further implementation step for the City's previously adopted Housing Policy and Consolidated Plan. In addition, community and neighborhood leaders have expressed ongoing concerns regarding the impact that the homeless population has had and is having on particular areas of the city. These concerns center around zoning, code compliance, and public safety. Also, the federal government through the Interagency Council on Homelessness and the U.S Department of Housing &Urban Development (HUD) is encouraging localities to develop 20-year plans to end chronic homelessness. Development of such 10-year plans will become a --rerequisite for future continued receipt of federal funding from HUD to address local homelessness issues. t k;reation of a Fort Worth PACH was recommended to the Housing and Workforce Development Committee of City Council in November 2003 through a presentation developed by a staff working group (see attached). The staff working group developed this reconunendation in response to strong encouragement from the Near East Side Neighborhood Association and affiliated neighborhood groups, as well as from HUD representatives. The same presentation was made to the Mayor. At the Mayor's request, city staff prepared the attached list of Committee members to be appointed. Councilman Ralph McCloud and Mayor Moncrief will co-chair this citizen advisory conunittee. The group's first meeting will be held on Wednesday, May 5, at 4:00 p.m. at Broadway Baptist Church.
