HomeMy WebLinkAboutOrdinance 15546Ordinance No. ~~~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $8,500.00, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION (TxDOT), 'FOR THE PURPOSE OF FUNDING THE CLICK IT OR TICKET (CIOT) SELECTIVE TRAFFIC.:. ENFORCEMENT PROGRAM (STEP); MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002- 2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $8,500.00, subject to receipt of the grant from the Texas Department of Transportation (TxDOT), for the purpose of funding the Click It or Ticket (CIOT) Selective Traffic Enforcement Program (STEP). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to accept a contract with the Texas Department of Transportation (TxDOT) to operate the Click It or Ticket (CIOT) Selective Traffic Enforcement Program (STEP) from May 1, _2003 to December 31, 2003; and 2. Adopt the attached appropriation ordinance increasing .estimated receipts and appropriations in the Grants Fund by $8,500, upon receipt of the grant.: DISCUSSION: Texas leads the nation in traffic fatalities. According to the National Safety Council, people who wear safety belts have a 45% better chance of surviving a serious traffic crash and a 50% better chance of surviving without severe injuries. Since passage of the safety belt and. child safety seat laws, the most effective method in improving safety belt usage rates in Texas has been increased enforcement at the state and local level. Seasonal problems in Texas regarding safety belt use are evident. This project will. increase safety belt rates through a CIOT STEP during the 2003 Memorial Day and Thanksgiving holidays.. Safety belt enforcement will be supported by public information and education efforts: This grant will pay for officer overtime and mileage during the May and November enforcement blitzes and media campaigns. There is no requirement for matching funds.. TxDOl" does not provide for any form of indirect costs, therefore it will be necessary to waive these charges in the amount of $1,648. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval and completion of the above: recommendations and the adoption of the attached supplemental appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the.
