INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8599 To the Mayor and Members of the City Council May 25, 2004 SUBJECT: NEAR WESTSIDE TRAFFIC STUDY During discussions related to the South of 7"' (S07) development in the vicinity of Trinity Park, the developer questioned the need for a major arterial identified on our Master Thoroughfare Plan (MTP). The arterial in question, Trinity Parkway, in its current MTP alignment just east of the S07 development would connect Seventh Street to Montgomery Street. During negotiations for the S07 economic development agreement, the City authorized Kimley-Horn & Associates, Inc. to conduct a traffic study to evaluate the need for this arterial and the relative impacts on traffic volumes within the general area. The Executive Summary of this traffic study is attached. If you desire a complete copy of the traffic study, please let me know and I will provide it. The consultant concluded that the construction of Trinity Parkway would have positive impacts on regional mobility and travel time and would reduce the amount of through traffic in Trinity Park and adjacent residential streets. Therefore, they recommend that Trinity Parkway should remain on the Master Thoroughfare Plan. City Staff concurs with the consultant's recommendation. However, we now must determine the most appropriate alignment of the arterial. Therefore, staff is preparing a supplemental consultant agreement to provide analysis in selecting the best location for this "arterial. This Phase 11 study will examine at least two alternative routes in addition to the location currently in the City's Master Thoroughfare Plan. Following the negotiations of these supplement agreements, it will be placed on the City Council's agenda for your co, eration. EXECU��BT'���7� ���U����� TIVE ��x/�,x�,u'��^x Introduction and Purpose This report documents a travel demand model analysis performed for the Near West Side area of the City of Fort Worth, Texas. The Near West Side study limits were generally defined as the area north of IH-30, west of the Trinity River, south ofWhite Settlement Road, and east of Montgomery Street.The purpose of this analysis was to determine the need for the construction of the proposed Trinity Parkway and the relative inupuo1s ou traffic volumes oo the major arterial and collector facilities within the study area. The currently adopted Master Thoroughfare Plan shows Trinity Parkway usu Major Arterial located within the City's Cultural District,just vvest of the Central Business District. The proposed Trinity Parkway is planned tn connect Montgomery Street through the Will Rogers area with 7b Street osumajor arterial facility ({hodaoodivided within ll0` of ROW). Methodology Regional travel demand models are used as an effective method of determining future traffic volumes oo a roadway network for the purpose of long-term transportation planning. Both models contain the major regional highway and arterial facilities, with additional network detail included within each county. & subarea model has been developed by the NCTCOG for both existing conditions and 2025 conditions, v/biub includes all existing facilities plus any proQTunoroed improvements to the regional roadway system. The estimation ofdaily traffic volumes along minor arterial and collector facilities has long been a weakness of conventional regional travel demand models. Even with the use of the Tarrant County Subarea model, the ]eve/ of detail required to conduct u study of this nature was not adequate. Therefore, in order to determine if the proposed Trinity Parkway is needed, additional network detail was added to the Tarrant County model within the study limits. This detail included building upon the regional facilities already in the Tarrant County model and adding all o[the minor arterials,collectors, and local roadways within the Near West Side. With this refined model in f place,the impact of various modifications to the Master Thoroughfare Plan at the arterial and major collector level can be analyzed. Project Overview For this project, additional information on demographics, land uses, and roadway network was developed. The existing and future land uses within the study area were analyzed in detail. Existing land uses were compiled based upon a number of sources, including local stakeholders and appraisal district data, combined with aerial and field verification. Future land uses in the area were compiled based upon information provided by City staff and a number of local stakeholders.Roadway network details were also added to the model for both existing and future conditions. Modifications in the future included the proposed re-alignment of Harley Street (western extension of the major arterial), the addition of the South of 7`h internal roadway system, and roads through Trinity Park. Capacities and speeds for these facilities were determined based upon the currently adopted Master Thoroughfare Plan, existing traffic volumes, and generally accepted traffic engineering principles. After calibration of the existing conditions model to existing traffic volumes, two (2)model runs were performed with future demographics on the proposed 2025 roadway network. 2025 daily traffic volumes were determined both with and without the proposed Trinity Parkway. With these runs completed, it was possible to compare the relative impacts to the study area both with and without Trinity Parkway in place. The projected daily traffic volumes in both the"build"and "no-build" scenarios are displayed in the attached Exhibits. Observations and Conclusions Based on the model run results for both the"build"and "no-build"roadway scenarios, the following observations and conclusions relative the impact of constructing Trinity Parkway were made: • Most of the major arterial facilities within the study area(i.e.,University Drive and 7"' Street)are projected to operate at or near their daily capacities in both scenarios; • Total daily traffic volumes within the study area increase in the"build" scenario; • Delay within the study area decreases in the"build" scenario; • Travel time throughout the study area decreases in the"build"scenario; and • The construction of the proposed Trinity Parkway will decrease the amount of cut-through traffic within Trinity Park and within the proposed South of 7`h development. Near West Side Traffic Study iv May 2004 City of Fort Worth,Texas ❑ ❑ Kimley-Hom and Associates, Inc. ._ Although this travel demand model was calibrated for a typical weekday during the school year, the results and conclusions could be applied to determine the impacts of the proposed Trinity Parkway during special events in the Will Rogers area. It is reasonable to assume that traffic volumes within the study area will increase significantly, especially adjacent to the major parking facilities. Visitors during these events,however, are typically more tolerant of congestion and delay. Given the proximity of Trinity Parkway to the Will Rogers area, one could conclude that the roadway system surrounding the Will Rogers area will operate more efficiently with Trinity Parkway in place. Summary The purpose of this study was to measure the change in traffic volumes on street facilities as a result of the construction of Trinity Parkway. Because of the positive impacts of this arterial, it is recommended that Trinity Parkway remain on the City's Master Thoroughfare Plan. It is also recommended that the City decide the best route location for the Trinity Parkway. Other issues,both quantitative and qualitative in nature, that were not examined in this analysis should be evaluated.These factors include: • Environmental impacts of increased travel time and delay; • Environmental impacts of the constriction of a new thoroughfare facility; and • Potential changes to land use based on access and circulation within the study area.
