HomeMy WebLinkAboutIR 8606 INFORMAL REPORT TO CITY COUNCIL MEMBERS NO. 8606 Date: June, 15, 2004 To the Mayor and Members of the City Council Page 1 of I at 4K seta SUBJECT: GROUND TRANSPORTATION STUDY At the City Council meeting of May 18, 2004, the City Council took action directing staff to pursue a study regarding taxicab and limousine services in the city. Specifically, the study is to focus on determining the appropriate number of taxicabs and limousines needed in the city of Fort Worth. Staff has received inquiries regarding the possibility of authorization of a fuel surcharge due to the rising cost of fuel. The City of Dallas is currently soliciting feedback from taxicab drivers and companies relative to this issue. It is recommended by staff that this issue be included in the ground transportation study. Information has been obtained from various cities which includes information regarding limits currently established within the cities and studies conducted by/for the cities. Based on the information received thus far, staff is recommending that a Request for Proposal (RFP) be issued soliciting study proposals to review the issues involved in determining the appropriate number of taxicabs and limousines and to make such a f'oeruination for Fort Worth. Actual costs of such a study are not available at this time. Staff proposes to return to the City Council with the specific cost and study information after the proposals have been received. Staff will also be pursuing the possibility of a study conducted by one of the area universities. A Mayor and Council Communication will be submitted for Council action to authorize the City Manager to execute a contract as appropriate. The following timeline is proposed for this process. A request for proposal will be issued no later than June 30, 2004 with a thirty-day response period. Proposals will therefore be due no later than July 30, 2004. Staff review will be conducted within ten days of the closing date for the proposals. Staffs recommendation will be presented to the Public Safety Committee thereafter. Pending the Committee's authorization, the M&C for Council authorization will then be placed on the City Council's agenda. It is anticipated the study could be conducted within thirty days of authorization with results conveyed to the City Council thereafter. In the interim, no requests for taxicab increases or new grants of privilege for limousines will be brought to the City Council for consideration. Staff will proceed with the above process and timeline unless other-wise directed.
