SUBJECT: Lake Arlington's Lake Shore Drive Area -- Update

The Southeast Fort Worth Economic Development Plan, completed in 1999, targets the Loop 820
Corridor, from Stop Six to 1-20, for redevelopment. The City hired GideonToal in late 2001 to prepare a
concept plan for the western shore of Lake Arlington so as to implement the recommendations of the 1999
plan. In early 2003, GideonToal completed the concept plan. In order to help spur residential
redevelopment, the City and GideonToal looked at providing access to this area via a Lake Shore Drive
arterial project—GideonToal recommended a rural 4-lane divided facility while the City's MTP calls for an
urban 4-lane undivided facility. The City also looked into obtaining NEZ (Neighborhood Empowerment
Zone) designation.
Completed Steps:
• April 2003—GideonToal residential concept plan completed.
• September 2003 — Preliminary project costs developed for a rural 4-lane divided road
($7.6M) and an urban 4-lane undivided road ($8.6M). These estimates do not include
ROW acquisition;storm drainage, or culverts and are subject to change because of
potentially high drainage infrastructure costs.
o February 2004— Neighborhood Empowerment Zone (NEZ) designation received.
Remaining Steps:
Funding:
o Identify Funding— No City funding is available for the completion of the necessary studies,
design, or construction for Lake Shore Drive described below. A possible funding source
could be through the NCTCOG's Land Use/Joint Venture Program. The Joint Venture Grant
Program provides funding for transportation projects that support private mixed-use
development within a pedestrian and/or rail transit environment. A private developer with a
well-developed plan, meeting the criteria for the program (mixed-use, pedestrian/transit
oriented), would come forward to apply and compete for the grant and be willing to provide
the local match for the grant funds. NCTCOG has indicated they may issue a call for
projects for Joint Venture projects at the end of 2004. Another source of funds could come
from City Bond Funds under an Enhanced Community Facility Agreement. Similar to
obtaining Joint Venture Grant funding, a private developer with a meritorious, well-
developed plan demonstrating a financial "gap" would negotiate for an incentive package.
Part of the package of incentives could include on/off-site public infrastructure work through
the Enhanced CFA program.
Studies/Design:
o Finalize Lakeside Drive Alignment—A more accurate alignment is needed in order to
determine ROW requirements. Also, the north end of this alignment needs to intersect with
Ramey Avenue due to an existing connection with East Loop 820.

• Finalize Lakeside Drive Cross-Section —The GideonToal concept plan calls for a rural 4-
lane divided facility that would require 110'of ROW plus additional easement for drainage
ditches. The IVITP calls for a 4-lane undivided urban roadway that would require 80' of
ROW.
• Floodplain Study Estimate—A floodplain study and analysis is needed to determine area of
floodplain that can be reclaimed for development and to determine location and size of
infrastructure construction. This study is estimated to cost $30,000.
• Project Design and Drainage Study Estimate -This study is needed to determine scope and
size of the drainage system (culverts, bridges, pipe sizes, channels, detention, easements,
etc.). Study cost is estimated at $750,000.
