X a SUBJECT: MUNICIPAL COMPLEX PARKING CHANGES

Parking has been a historic problem in the Municipal Complex for citizens and employees. Parking
meters, city vehicles, and loading zones spaces are generally filled and the visitor's lot is completely
occupied.
In order to improve parking for citizens using city services, existing parking spaces in the vicinity of
City Hall were evaluated. The most obvious deficiency was the lack of convenient short term parking
for citizens doing business with the city.
To better serve our customers and visitors, a different allocation of spaces was developed
(Attachment A). Spaces adjacent to City Hall would be reserved for citizens. Thirty-one additional
parking meters would be installed in this area. These would include 14 one-hour meters on Monroe
and 17 two-hour meters on Jennings. The one-hour meters on the east side of Jennings Street would
also be changed to two-hour meters (19 meters). The lengths of existing "loading zone" spaces
would be reduced. All designated emergency vehicles currently parking on the northwest side would
be relocated to 1 O'hStreet, north side of City Hall. The three (3) handicapped spaces in the "horse
shoe" would be reserved for visitors' handicapped parking. City employees with permanent
disabilities will be provided appropriate on-street spaces or within lots near their offices.
Employees with city vehicles who are currently parking adjacent to City Hall on Monroe Street and
Jennings Street would be relocated to parking spaces in the vicinity of 13'h Street and Jennings
Street. City employees with authorized "tags"from outlying areas who come to city hall will have a
designated area to park on Taylor Street, south of Texas Street. Parking meters would be removed in
those areas to reserve parking spaces for City employees.
Additional "red bands" will be placed on parking meters adjacent to City Hall. These meter spaces
are reserved for public use and city employees are not allowed to park at these locations.
In addition to short-term parking meters adjacent to City Hall, citizens can use the citizens' lot for
long-term parking. In order to provide longer time for citizens to conduct business, the current 3-hour
maximum time limit on the visitors lot will be removed so that citizens can attend City Council,
Boards and Commission meetings.
Staff will initiate these changes the week of July 18'h. TPW has coordinated these changes with
