HomeMy WebLinkAboutIR 8628 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 8628 To the Mayor and Members of the City Council August 24, 2004 Page 1 of 2 SUBJECT: NORTH FORT WORTH MASTER THOROUGHFARE ALIGNMENT STUDY Due to increasing development activity in north Fort Worth, the Transportation and Public Works Department is undertaking a North Fort Worth Master Thoroughfare Plan (MTP) Alignment Study to evaluate the MTP roadway alignments in north Fort Worth to determine if alternative alignments are available that would better serve mobility, connectivity and economic development while minimizing cost and environmental impacts. The land use recommendations in the City's Comprehensive Plan will be examined to ensure compatibility with any amendments to the MTP alignments. The study area is bounded by Boat Club Road to the west, Basswood Drive to the south, SH 377 to the east and SH 170 to the north. Study Scope The goal of the Study is to develop through an open public process an effective and efficient system of roadways that will serve the mobility needs of the citizens of North Fort Worth and the region. Key Study tasks include the following: • Examine and assess current MTP alignments based on approved preliminary and final plats which will indicated existing right of way dedications, built sections, escrowed funds, and planned expansions; committed capital improvement projects; existing utilities; floodplain and topographic constraints; economic development opportunities; existing and proposed land use; and regulatory constraints. • Based on this assessment, determine if alternative alignments are available which will better serve mobility and economic development. • Identify alternative alignments • Evaluate alternative alignments based on approved and final plats; existing utilities; committed capital improvement projects; floodplain and topographic constraints; regulatory constrains; planned developments; economic development opportunities; existing and proposed land use; and cost. • If analysis indicates an amendment to the current MTP alignments would better serve mobility and economic development, initiate MTP amendment process. • If analysis indicates an amendment to the Comprehensive Plan Future Land Use is needed, initiate Comprehensive Plan amendment process. • Prioritize roadways for improvements based on existing condition, approved preliminary and final plats, existing and future traffic data, other planned roadway improvements, planned development, and mobility needs (would only be a prioritization for north Fort Worth and would not take into considerations mobility needs throughout the City and region.) It is anticipated that there will be at least two public meetings along with individual meetings with property owners and stakeholders as alignments are defined. If the Study determines that amendments to MTP and Comprehensive Plan are needed, public hearings will be held before the Plan Commission and City Council. Schedule The North Fort Worth MTP Alignment Study will take an estimated four months to complete. Note: As you know, Phase 11 of the Mobility and Air Quality (MAQ) Plan, which will begin this fall, will include a comprehensive evaluation of the land use/transportation relationship throughout Fort Worth and will look at not only vehicular mobility but also transit and bike/pedestrian mobility along with transportation demand/congestion management programs for better utilization of existing facilities. The study outlined in the attached work program essentially launches the evaluation of north Fort Worth "out of sequence" with the rest of the MAQ Plan in order to preserve potential transportation corridors. This study will not focus on all elements of the MAQ Plan (such as transit and bike/pedestrian mobility) but will focus primarily on vehicular mobility (arterials).
