SUBJECT: GRANTS OF PRIVILEGE FOR LIMOUSINE COMPANIES

At the City Council meeting of May 18, 2004, the City Council directed staff to pursue a study regarding
taxicab and limousine services in the city. On June 15, 2004, an Informal Report (I.R. No. 8606) was
provided to the City Council regarding the proposed timeline for the study. Further, it was stipulated in the
Informal Report that no requests for taxicab increases or new grants of privilege for limousines would be
brought to the City Council for consideration until completion of the study.
It is currently anticipated that the vendor selection for the study will occur next week. An M&C awarding
the contract will be presented to the City Council thereafter. Dependent on the vendor selection and the
vendor's timeline for completion of the study, it is expected this study may be completed in the spring.
There are limousine companies currently operating without authorization. In order to allow companies to
come into compliance, staff proposes that limousine companies be allowed to submit requests for grants of
privilege for consideration by the City Council. Consequently, companies observed violating the City's
ground transportation ordinance and cited for said violations will have the opportunity to come into
compliance. Taxicabs are not included in this proposed change.
