COUNTY OF TARRANT
WHEREAS, the City of Fort Worth (City) and RJN Group, Inc. ,
(Engineer) made and entered into City Secretary Contract
No . 28082 , (the Contract) which was authorized by the City Council
by M&C C-19234 on the 10th day of September, 2002 ; and
WHEREAS, the Contract involves engineering services for the
following project :
Wholesale Customer Wastewater Meter Stations Site
Selection and Design
PROJECT NO. P171-070171250010
WHEREAS, it has become necessary to execute Amendment No . 1
to said contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract :

Article I of the Contract is amended to include the
additional engineering services specified in M&C C-19886 , adopted
by the City Council on the 9th day of December 2003 , and further
amplified in the proposal letter dated August 12 , 2003 , a copy of
which is attached hereto and incorporated herein. The cost to the
City for the additional services to be performed by Engineer total
$96 , 083 . 00 .

Article III of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $495, 610 .

All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

RE: Amendment to Wholesale Customer Wastewater Meter Stations Site Selection and
Design—FW Project No. P171-070171250010
Dear Mr. Fu:
As part of the above referenced project, an additional customer city has been identified for
metering along with the replacement of an existing siphon meter. The new customer city is
Sansom Park, located on the west side of Fort Worth. The meter replacement is the Haltom City
West meter, located near Beach and Broadway Streets on the west side of Haltom City.
Metering for Sansom Park was not included in the original scope of services dated October 23,
2002. A preliminary investigation of the Sansom Park collection system has been performed
utilizing system maps provided by the Fort Worth Water Department. The following work is
anticipated:
1. Meter Sites—Two meter sites are anticipated, one for the west and south sides of the city
and a second for the northeast side of the city. While it may be possible to combine the
meter sites, extensive re-routing of sewer mains will be required to combine the flows.
Survey, civil, and electrical / SCADA design will be required for each meter station site.
At this time, it appears that one meter site will be a siphon meter and the second site will
likely be a manhole flume due to the anticipated flows. Flow monitoring will likely be
required to confirm design flow ranges (minimum and maximum) and CCTV inspection
will be required to confirm pipe condition, alignment and service locations.
2. Collection System Modification— In order to consolidate the flows on the northwest and
south side of Jacksboro Highway into a single meter location, modification to the sewer
collection system is required. This modification includes directing the flow on the south
side of Jacksboro Highway east to approximately Cheyenne Road, crossing Jacksboro
Highway and combining the flows from the areas north near Skyline Drive. This consists
of approximately 3,640 feet of new sanitary sewer main. This keeps the Sansom Park
system separate from the City of Fort Worth main along Jacksboro Highway (M-217)
until the comiection point from the meter. A second option would be,to install_a deduct
meter on the upstream side and a second meter downstream of the xitipg conpections to

there is some concern over the volume of flow coming from Sansom Park versus the City
of Fort Worth flow — measurements may be difficult due to the small percentage of total
flow to the flow of Sansom Park. This will be investigated as part of the design.
The Haltom City West site has been problematic since construction back in the early 1990s.
Meter readings have been very erratic due to air entrainment in the siphon. RJN performed an
investigation of the meter and determined that the significant velocity change at the upstream
manhole is causing excessive turbulence in the flow prior to entering the siphon. This turbulence
is the source of the air entering the siphon meter. An air release port was installed in the siphon
in the meter vault, but grease and other debris caused it to have limited success. Other options
such as re-laying the upstream main on a flatter slope would likely be costly due to limited land
area and by-pass pumping requirements. RJN has prepared a technical memorandum
summarizing the problems at the existing meter station.
It is anticipated that the Haltom City West meter station can be constructed immediately
downstream of the existing site within the same easement and with a minimum (if any) pipe
relocation. This amendment includes the survey and design of a new siphon meter station to
replace the existing Haltom City West station. This scope assumes that any relocation of main
and easement requirements will be included with the original contract amount. No additional
flow monitoring will be required.
As requested by the Water Department Staff, RJN has prepared a proposed amendment to the
above referenced contract to perform the additional design services required to provide meters
for Sansom Park and replace the meter at Haltom City West. The total estimated cost of
Amendment No. I is $96,083 and will increase the current not to exceed contract amount from
$399,527 to $495,610. These costs are consistent with the current per meter and per footage costs
for the original contract. A summary of the proposed amendment is included in the attached
Table 1.

The cost for Amendment No. I includes the design of two (2) wholesale customer metering
stations for the City of Samson Park and the design of a replacement metering station for the
existing Haltom City East Station. Services also include the design of gravity sewers to
consolidate existing sewers in Samson Park to facilitate the metering of flows with fewer meter
stations.

It is recommended that the City Council authorize the City Manager to execute Amendment No. I with RJN
Group, Inc. for wholesale wastewater customer meter stations site selection and design, thereby increasing
the amount of the contract by $96,083, from $399,527 to $495,610,
DISCUSSION:
On September 10, 2002 (M&C C-19234), the City Council authorized the City Manager to execute an
engineering agreement with RJN Group, Inc. for site selection and design of wholesale customer
wastewater meter stations.
The extra work to be performed under Amendment No. 1 consists of evaluation of existing points of entry
from the City of Sansom Park wastewater collection system into the Fort Worth system, and preparing plans
for sanitary sewer main relocation to consolidate multiple points of entry. The existing Haltom City west
meter station will also be replaced under this amendment. In addition, the engineer will prepare easement
instruments and highway permits.
This project is an integral part of the Fort Worth Wastewater program to comply with U.S. Environmental
Protection Agency proposed regulations known as Capacity, Management, Operations and Maintenance
(CMOM).
This project is located in COUNCIL DISTRICTS 4 and 7.
RJN Group, Inc. is in compliance with the City's M/WBE Ordinance by committing to an additional 25%
participation on this amendment. The City's goal on this amendment is 25%.
An additional $5,000 is budgeted for contract overview.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the
Sewer Capital Project Fund.
