AN ORDINANCE INCREASING ESTIMATED RECEIPTS. AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000.00,
SUBJECT TO RECEIPT OF A GRANT FROM THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, FOR THE PURPOSE OF FUNDING
THE HUMAN RELATIONS COMMISSION'S FAIR HOUSING EDUCATION AND
OUTREACH PROGRAM; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $100,000.00, subject to receipt of a grant from
the U.S. Department of Housing and Urban Development, for the purpose of funding the Human
Relations Commission's fair housing and education outreach program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT APPLY FOR AND ACCEPT A FAIR HOUSING INITIATIVE PROGRAM GRANT FROM
THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
RECOMMENDATION:
1. Authorize the City Manager to apply for and accept, if awarded, a Fair Housing Initiative Program
(FHIP) grant in the amount of up to $100,000 from the U.S. Department of Housing and Urban
Development to enable the Human Relations Commission (HRC) to engage in fair housing
education and outreach; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund up to $100,000, subject to receipt of the grant.
DISCUSSION:
Under the terms of the grant, the HRC proposes to conduit a 12-month education, outreach, and
referral program to inform Fort Worth area citizens, housing providers, lenders, and housing-related
• businesses of their rights and responsibilities under federal, state, and local fair housing laws. The
FHIP grant will enable the HRC to continue to support its current education and outreach program and
maintain the established partnerships with housing-related organizations.
The City of Fort Worth is not required to provide matching funds for this grant.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached• appropriation ordinance, and receipt of the grant, funds will be available in the current
operating budget, as appropriated, of the Grants Fund.
