WHEREAS, The City of Fort Worth and Hahnfeld Hoffer Stanford (Architect) made and entered into City
Secretary Contract No. 40243 (The Contract) which was authorized by the City Council by M&C C-24215,
the 11th day of May, 2010; and Amendment Nos. 1, 2, 3, 4, 6 and 7 were administratively executed in the
amount of$26,850.00 for additional topographic surveys, cost estimates and underground utilities survey;
and Amendment No. 5 was approved by M&C C-24980 on June 14, 2011 to complete the design and
provide construction administration services in the additional amount of $985,732.50 plus up to
$63,680.00 in reimbursable expenses; and Amendment No. 8 was approved by M&C C-26111 on
February 19, 2013 to redesign the Project's approved site and revise completed drawings; and
WHEREAS, further amendment is necessary to redesign the Project's site and floor plans, and to
revise completed drawings as a result of additional changes in order to accommodate a new FBO within
the terminal building; and
NOW THEREFORE, City and Architect, acting herein by and through their duly authorized
representatives, enter into the following agreement which amends the Contract:

Article 1.1, SECTION I —SERVICES OF THE ARCHITECT, a paragraph is added to read as follows:
"Provide additional design service to modify the Poject's currently approved site plan and floor
plan drawings in order to maintain consistency with the inclusion of a new FBO development
within the renovated terminal building and to adhere to a new City of Fort Worth Development
code - iSWMP analysis. The cost of these additional services is $317,917.00 without additional
reimbursable expense fees. The scope of services are described more fully in the Hahnfeld
Hoffer Stanford's letters dated September 17, 2013 subject: Proposal for Additional Services —
Redesign of Completed Building & Site Plans for New FBO Lease in the Airport Terminal Building,
Meacham Airport Terminal Building Renovation — Phase 2 including this letter's attachments
noted as Exhibits "A", which are all attached hereto, respectively, as Attachment "A" and made a
part of this Agreement."

Paragraph 1 of SECTION V-COMPENSATION TO ARCHITECT, is amended as follows:
"The total compensation for all of the assignments to be performed by Architect to complete the
Projects as described in CHARACTER AND EXTENT of ARCHITECT'S SERVICES as
addressed in City Secretary Contract No. 40243 and Amendment Nos. 1 through 9 and hereof
shall be $1,650,679.50, hereinafter referred to as the 'total fee', plus up to $79,245.00 in
reimbursable expenses."

All other provisions of this Contract which are not expressly amended herein shall remain in full force and

Meacham Airport Terminal Building Renovation-Phase 2
Dear Mr. Murayama:
As requested by the City of Fort Worth Aviation Department I am sending you this proposal for the
redesign and redraw of the building and site drawings of the Meacham Airport Terminal Building
Renovation project. Following notification of the acceptance of an offer by Fort Worth Aviation of a new
FBO operator to be located in the Renovated Terminal Building, and the subsequent meetings with the
new FBO operator, we have prepared this contract amendment to revise completed construction
drawings, to include the FBO operator requested changes. These changes include site parking
changes, new access to the airside for vehicles, dedicated secure and covered parking for FBO
customers, relocation of the exit stair for the building, demolition of the 1979 one story addition, a new
fagade design for the west facing side of the building, floor openings in the FBO lease area to the
second floor, and relocation and redesign of the Aviation Offices suite. Additional changes will also be
required to the building structural, mechanical, electrical, and network systems to accommodate the
new FBO lease.
The proposal also includes changes to design and project scope for Landscape and Civil Engineering
due to the recent changes by Fort Worth T/PW for iSWMP and grading plans.This is a recent change to
the city development code, which is now mandatory for all new projects, and was not included in our
base proposal, approved before the adoption of the change to the code. This additional service is
unrelated to the changes for the FBO lease.
Our proposal includes the necessary redesign, and redraw costs to return the drawings to Issue for
Construction completion, and management costs to coordinate the project with the FBO Interiors
Architect and the above mentioned scope, for a lump sum fee of $317,917.00 (three Hundred
Seventeen Thousand, Nine Hundred Nineteen Dollars, and No Cents), not including reimbursables.
No additional Reimbursable Expenses will be required for this amendment beyond the base contract
amount. This proposal includes the assumption redraw and reissue would conclude in late December,
2013.

At your request, we have assembled a proposed scope of services and fees for structural engineering
services for revisions of plans for the General Aviation Terminal Building at the Meacham Internabonal
Airport. Our proposal is based on our discussions with you.
It is our understanding that the extent of additional services will include engineering and plan revisions
to move the exterior stair tower to the north side, add an entry bridge and canopy on the southeast
corner, remove a portion of the second floor for an atrium, provide for new facade and slab at the first
level on the north side.
We propose to provide additional structural engineering services for a fixed fee of$9,400.
All payments are due 30 days from date of invoice.

Building Revisions Related to New FBO Additional Services
Campos Engineering, Inc. hereby submits this Proposal/Contract for additional professional
Mechanical, Electrical and Plumbing (MEP) Engineering Services in association with the building
revisions to incorporate the requirements for the new FBO that is to be added within the facility.
The proposal is based upon the information in the email from HHS Architects dated September 6,
2013 and the subsequent scope review meeting at your office on September 11, 2013.
SCOPE OF WORK
The Scope of Work shall be as follows:
1. Demolish the existing building addition constructed in 1979 back to the
original building line. The temporary MEP systems connections currently shown for the
area are to be removed.
2. MEP design for build-out of an area on the 1st floor to accommodate relocating the existing
FBO.
3. Relocate the exterior stair tower from the plan east side of the building to plan north.
4. Revise the exist lighting design and evaluate additional lighting for the Public Art display in
the main lobby.
5. Revise the core area on each floor. The core area scope shall consist of relocation and/or
reorientation of the electrical room, IT room and associated corridors. The men's and
women's restroom group in the core is to remain as designed.
6. Provide MEP connections for the relocation of the temporary trailers.

7. Provide new lighting for the canopies at the plan north and south entrances for the new
FBO space. Connect the lighting to the emergency power system.
8. Revise the building exterior lighting as required by the demolition of the 1979 addition.
9. Revise portions of the tenant build-out area on the 2nd floor to facilitate the 2 story
high portion of the new FBO space.
10, Coordinate the stub-outs for sanitary waste and vent, domestic hot and cold water, electrical
and HVAC refrigerant lines into the new FBO space as required by the tenant.
Work Clarifications
1. Plumbing and fire protection is limited to 5 feet outside the building and will be coordinated
with the site civil documents.
2. Based on a preliminary review, a smoke evacuation system does not appear to be required
for the 2 story clear space in the new FBO area. Therefore, a smoke evacuation system for
the area has been excluded, but can be provided as Addition Services.
3. The new FBO tenant space will be finished out as a shell only.
4. Revision of the design for the core men's and women's restrooms has been excluded, but
can be provided as Additional Services.
5. The proposal is based upon issuance of one LEED submittal for the project. Multiple
submittals that may be required due to tenant finish outs is not included, but can be
provided as an Additional Service.
FEES
Campos will provide these Additional Services for the stipulated fee, including reimbursable
expenses as follows:
Redesign to Accommodate the FBO $39,200.00
Site Plan Revisions (Under Current Amendment) $ 8,800.00
Total Fee $48,000.00

Engineering Services - Contract Amendment
FBO impacts and improvements
Mr. Claycamp:
This letter agreement serves as an amendment to the Professional Services Agreement for
Meacham Airport Terminal Improvements to prepare and coordinate the impacts, changes, and
additions for the new FBO improvement. The Contract Amendment also includes the design
services for the removal of the existing single story addition on the west side of the terminal, the
utility coordination, and the addition of air side apron. The additional service also includes
coordination with the American Aero design team, attending FBO coordination meetings and
addressing additional review comments. This additional service will be provided under the terms
of the original agreement.
Based on the additional services identified above, the contract amendment will be:

This is for additional engineering services only and no additional surveying or S.U.E. services are
included in the scope of this work. This additional contract amendment is in addition to the
previous contract amendments issued on September 25, 2012 and February 28, 2013. Once
this amendment is signed and returned, the engineering work will begin within five working days.

Landscape Architecture& Irrigation Modification Design Services
Dear Mr. Claycamp:
We are pleased to submit our priced proposal for landscape and irrigation design modification services on
the above referenced project. My understanding is the scope of work and related site information for the
project are included in the following project design approach.
Landscape, Irrigation, and Urban Forestry requirements are dependent on the developed site's area
(square footage) to determine an artificial lot line(3.1 Acre+/-), minimum site landscape requirements(i.e.
minimum tree and shrub count), and required tree canopy coverage are based on the site's total
developed area and proposed parking area. To perform calculations to ensure compliance with the City's
Landscape and Urban Forestry requirements, and Fort Worth's iSWM criteria is an iterative process that
may require multiple landscape and tree configuration layouts. Our priced fee proposal is based on two
(2) iterations of the site's landscape and urban forestry configuration. In addition, the City requires design
development for the Meacham Terminal Building Renovation and Parking Improvements to meet LEED
Silver certification design criteria.
Scope of Work:
Services to be provided leading to preparation of the construction documents shall include the following:
Preliminary Plan: Preparation of a Preliminary Landscape and Irrigation Plans for the property area that
accommodates the site Landscape, Urban Forestry, iSWM LID requirements, and LEED Silver
requirements. These plans will be site specific in scale and context and shall include all the softscape
components required to comply with City of Fort Worth Landscape and Urban Forestry Ordinances.
Contract Documents:Preparation of the detailed technical drawings and specifications necessary for
construction as well as accurate and cost efficient construction of the approved
Final Construction Plans. Documents will include, landscape plan, urban forestry
plan, irrigation plan, construction details, and specifications for proposed
construction components. Product to be provided will be one reproducible set of

the Contract Document package.
Contract Observation:Assisting the Owners agent throughout the bid and construction effort.
Services typically include:
1. Attend pre-construction meeting.
2. Review submittals.
3. Coordinate site landscape, and related work through scheduled meeting at the site to
become familiar with the progress and quality of work and to document, in general, that the
work is proceeding in accordance with the Contract Documents.
Perform final walk through punch list for Substantial Completion and Final Acceptance of the

specifications for a 2.10 acre+/- (91,476.00 S.F.) site. The minimum landscape and irrigation design
criteria for this project will include the following:

3. Landscape Irrigation Surface and Subsurface Irrigation specifications and opinion of probable
costs.
Water conservation is an integral part of the overall landscape and irrigation design process at LTS. To
ensure that we are providing an efficient design for Hahnfeld, Hoffer Stanford. and the City of Fort Worth,
we propose to use drought tolerant plant materials and recommend surface and subsurface irrigation
components we believe will provide the most efficient use of water for site irrigation.

To assist LTS in the Forestry Plan preparation Hahnfeld Hoffer Stanford will provide electronic files (.dwg)
for site survey, and tree survey for Phase I & Phase 11 Urban Forestry preparation. Proposed civil
improvements for the Meacham Airport Terminal Building Renovation project will include all existing and
proposed utilities and related utility easements, right of ways, proposed structures, paving and hardscape
areas. The Site survey will include all existing site features, including structures, utilities, right of ways,
easements, existing trees(including tree location, size, type and canopy area), and boundary information
Our estimated fee proposal for landscape, forestry and irrigation design is $6,387.10. Estimated fee
proposal for LEED landscape and irrigation design is$1,169.20. Estimated fee proposal for LOW Impact
Development Design (LIDD) landscape and irrigation design is $3,031.20. Plus reimbursable $530.00

design services for additional information and estimated reimbursable costs.

This letter agreement serves as an amendment to the Professional Services Agreement for
Meacham Airport Terminal Improvements to prepare and coordinate an integrated Storm Water
Management Plan (iSWMP) based on the City requirements to obtain a grading permit. The
Contract Amendment is for the preparation of a Conceptual, Preliminary and Final iSWMP
packages for review and approval by the City of Fort Worth Storm Water Management
Division. This additional service will be provided under the terms of the original agreement.
Based on the additional services identified above, the contract amendment will be:
Seven Thousand Five Hundred Dollars ($7,500)
This is for additional engineering services only and no additional surveying or S.U.E. services are
included in the scope of this work. Once this amendment is signed and returned, the engineering
work will begin within five working days.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the use of existing revenue derived from mineral leases on City-owned airports in the
amount of$317,917.00 for the design phase to renovate the Meacham Administration Building at Fort
Worth Meacham International Airport;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Airports Gas Lease Project Fund in the amount of$317,917.00 from available funds; and
3. Authorize the execution of Amendment No. 9 to City Secretary Contract No. 40243 with Hahnfeld,
Hoffer and Stanford in the amount up to $317,917.00 for additional design documents and
construction administration services to renovate the Meacham Administration Building at Fort Worth
Meacham International Airport.
DISCUSSION:
On May 11, 2010, (M&C C-24215) the City Council authorized the execution of an Architectural
Services Agreement with Hahnfeld, Hoffer and Stanford in the amount of$234,675.00 plus up to
$13,200.00 in reimbursable expenses for a total contract amount of$247,875.00. The Agreement
was for programming and schematic design to renovate and expand the Meacham Administration
Building (Administration Building) at Fort Worth Meacham International Airport (Airport). That Mayor
and Council Communication (M&C) also authorized Transportation and Public Works Architectural
Services project management expenses in the amount up to $50,000.00.
Amendments No. 1, 2, 3, 4, 6 and 7 totaling the amount of$26,850.00, increased the total contract
amount to $274,725.00 and were each administratively executed for additional topographic surveys,
cost estimates for the various schematic design options, and services to locate the underground
utilities.
On June 4, 2011, (M&C C-24980) the City Council authorized the execution of Amendment No. 5 to
City Secretary Contract No. 40243 in the amount of$985,732.50 plus up to $63,680.00 in
reimbursable expenses, increasing the total contract amount to$1,324,137.50 to complete the design
and provide construction administration services to renovate and expand the Administration Building
at the Airport. This M&C also authorized additional Transportation and Public Works Architectura!
Services project management expenses in the amount of$125,000.00 increasing the total amount to
$175,000.00.
