OPERATING STATE FUND, IN AN AMOUNT UP TO S3,000.00, SUBJECT TO REC:EIP'I' OF THE GRANT, FOR THE PURPOSE OF FIU.NDING THE NORTH CENTRAL "TEXAS COUNCIL OF GOVERNMENTS. TIRE COLLECTIONS EVENTS.; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT" HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BV THE CITY' C.'OUNCII, OF THE CITY OF FORTWORTH, TEXAS: SECTION I. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating State Fund, in an amount up to $3,000,00, subject to the receipt of the grant, for the purpose of funding North Central Texas Council of Governments tire collections events, SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of cornpetent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said rern.ainin.g Previsions Shall be and remain in full force and effect.. SECTION 3. That this ordinance shall be cumulative of Ordinance 27I07-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance arein direct convict with such other- ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for and acceptance of, if awarded, FY25 Regional Scrap Tire Collection Events #3 and #4 Grant funding for an additional two events from the North Central Texas Council of Governments for an added amount up to $3,000.00, 2. Authorize execution of an intedocaI agreement with the North Central Texas Council of Governments for reimbursement of the cast of scrap tire collection events; and 3. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating State Fund in an amount up to $3,000.00 subject to the award and receipt of the grant, for the purpose of funding the North Central Texas Council of Governments scrap tire collections events #3 and #4. DISCUSSION - The North Central Texas Council of Governments (NCTCOG) provides funds for sponsoring scrap tire collection events across the region. This allows cities and counties to host scrap tire collection events for residents or collect scrap tires from an illegal dump site on public property. If awarded, funds provided through this program would reimburse costs associated with scrap tire collection events promoted in the Co of Fort Worth. Prior to this communication, the City conducted two scrap tire collections events funded through this program on November 16, 2024, and February 22, 2025 as authorized by Mayor & Council Communication (24-0969). The NCTCOG extended an opportunity to apply for additional funding. The Environmental Services Department seeks funding to host up to two additional planned scrap tire collection events. If awarded, these events are tentatively scheduled for March 22, 2025, at the Handley Meadowbrook Community Center, located at 6201 Beaty Street, Fort Worth, and April 12, 2025, at the North Tri-Ethnic Community Center, located at 2950 Roosevelt Avenue, Fort Worth, from &00 AM to 1 00 PM. The previous two NCTCOG grant funded events were both held at the East Regional Library, located at 6301 Bridge St., Fort Worth. No local match is required. Indirect costs do not apply. A Form 1295 is not required because: This contract will be with a govemmental entity, state agency or public institution of higher education: NCTCOG FISCAL INFORMATION I CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating State Fund. The Environmental Services Department (and Financial Management Services) wiil be responsible for the collection and deposit of funds due to the City. Priorto an expenditure being incurred, the Environmental Services Department has the responsibility to validate the availability of funds. This is a reimbursement program.
