AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL TRUST FUND IN THE AMOUNT OF $20,394.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING THE HOUSING COUNSELING PROGRAM,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $20,394.00 from available funds for the purpose of the Housing
Counseling Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall iri no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

DONATIONS
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to seek and receive private donations and/or reimbursement of costs for
services from lenders and other private sources; and
2. Accept donations totaling $20,394 to the Housing Counseling Program from the donors on the
attached list; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund for the Housing Counseling Program by $20,394 from available funds.
DISCUSSION:
Since 1994, the City of Fort Worth Housing Department has been conducting home ownership training
and counseling for first time homebuyers as part of its home ownership program. In December 1997,
the Housing Department was certified by the U.S. Department of Housing and Urban Development
(HUD) as a Housing Counseling Agency. Last year, 1,232 clients were recipients of housing
counseling services. The program currently performs the following types of counseling:
® Homeownership Counseling
® Mortgage and Tax Delinquency Counseling
® Credit and Budget Counseling
® Reverse Mortgage and Refinance Counseling
In order to defray the cost of the program, the Housing Department accepts additional funds through
donations or cost reimbursement from private lenders, title companies, real estate agencies and other
educational providers.
The Housing Counseling Program is available in all COUNCIL DISTRICTS.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that, upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated in the Special Trust Fund.
