HomeMy WebLinkAboutOrdinance 15583Ordinance No. ~~~`°~..J AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $3,856.00, SUBJECT TO RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HEALTH, FOR THE PURPOSE OF FUNDING WEST NILE VIRUS EDUCATION AND PREVENTION; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002- 2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $3,856.00, subject to receipt of the grant from the Texas Department of Health, for the purpose of funding West Nile Virus Education and Prevention. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to accept and execute a grant contract with the Texas Department of Health (TDH) for $3,856 to be used for West Nile Virus education and prevention through June 30, 2003; and 2. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by $3,856 in the Grants Fund. DISCUSSION: The Centers for Disease Control and Prevention (CDC) has provided funds to TDH for West Nile Virus prevention. TDH has awarded the amount of $3,856 to the City of Fort Worth, which may be used to train local staff to conduct surveillance of mosquitoes, to plan appropriate control measures based upon the surveillance results, to determine where West Nile Virus is located in Texas and what species are carrying the virus, and to inform/educate the public regarding awareness and prevention of West Nile Virus. None of these funds may be used for direct mosquito control efforts, such as spraying or the purchase of insecticides. The City of Fort Worth has an interdepartmental preparedness and response team with representatives from Environmental Management, Transportation/Public Works, Parks and Community Services, Code Compliance, Action Center, Water Department, and the Tarrant County Public Health Department. This committee has reviewed the strategies necessary to prevent the breeding of mosquitoes and has devised plans to eliminate as many sources as possible. The committee has also developed a plan for a coordinated response to blitz any neighborhoods where positive West Nile Virus samples are located. The Public Health Department has an active citizen education program. Citizens have been informed in the City Times and the City Page how they can reduce the sources of mosquito breeding in their homes and provide their families with personal protection against mosquito bites. The ainrarded funds will be used to produce additional public information materials for distribution at neighborhood association and other community events.
