AN ORDINANCE VACATING AND EXTINGUISHING PORTIONS OF
CHAMBERS STREET, KENNEDY STREET AND AN ALLEY LYING
WITHIN BLOCK 3, KENNEDY'S ADDITION, AN ADDITION TO THE
CITY OF FORT WORTH, TARRANT COUNTY, TEXAS, AS RECORDED
IN VOLUME 33, PAGE 16 OF THE DEED RECORDS OF TARRANT
COUNTY, TEXAS; PROVIDING FOR REVERSION OF FEE IN SAID
LAND; THE RETAINMENT OF EXISTING 'UTILITY EASEMENTS;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a portion of Chambers Street, Kennedy Street and an alley lying within Block 3,
Kennedy' Addition, an addition to the City of Fort Worth, Tarrant County, Texas as recorded in
Volume 33, Page 16 of the Deed Records of Tarrant County, Texas, and containing
approximately 27,628 square feet or 0.634 acres of land more or less, and as more specifically
described in Exhibits "A" and "B" attached hereto and incorporated herein by reference be and
the same is vacated and extinguished.
SECTION 2.
That the fee to the lands in the above-described vacated alleys and streets are hereby
released and shall revert to the adjacent owner as provided by law.
SECTION 3.
That all existing utility easements shall be retained by the City until such time all utilities
located in the easements are relocated at the owner's expense.

SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

LEGAL DESCRIPTION
BEING 0.634 acre of land comprised of the existing right-of-way areas of Chambers Street and Kennedy Street, and
an alley lying within Block 3, KENNEDY'S ADDITION, to the City of Fort Worth, Tarrant County, Texas, according to
the plat recorded in Volume 33, Page 16 of the Deed Records of Tarrant County, Texas. Said 0.634 acre of land being
more particularly described by metes and bounds as follows:
BEGINNING at a point at the Southwest corner of Lot 1, of said Block 3, KENNEDY'S ADDITION, and said POINT OF
BEGINNING being located at the intersection of the North right-of-way line of East Lancaster Avenue (an 80-foot-wide
public right-of-way), and the East right-of-way line of Chambers Street(a 50-foot-wide public right-of-way);
THENCE N 89° 58' 59"W50.50 feet, along the North right-of-way line of said East Lancaster Avenue, to a point
at the Southeast corner of Lot 1, Block 1, UNION GOSPEL MISSION, an addition to the City of Fort Worth,
Tarrant County, Texas, according to the plat recorded in Cabinet B, Slide 2306 of the Plat Records of Tarrant
County, Texas;
THENCE N 00° 06' 24"W269.40 feet, along the West right-of-way line of Chambers Street, and the East

SUBJECT:
Adopt Ordinance Vacating Chambers Street, a Portion of Kennedy Street, and an Alley for Expansion of
the Union Gospel Mission (COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt an ordinance vacating Chambers Street, a portion of Kennedy Street and an alley for expansion
of the Union Gospel Mission; and
2. Waive any and all purchase fee value of the vacated land in accordance with City Policy (Mayor and
Council Communication G-15624).
DISCUSSION:
Brittain and Crawford, LLC, on behalf of Union Gospel Mission, Inc., has requested the vacation of
Chambers Street, a portion of Kennedy Street and an alley to replat them with the adjoining property for
an expansion of the Union Gospel Mission for a proposed mixed-use development. The City Plan
Commission recommended approval of this request at its meeting on May 23, 2012. An acceptable final
plat(FS-013-083) has been received in accordance with the Subdivision Ordinance.
The City of Fort Worth (City)originally obtained the above mentioned rights-of-way through the platting
process. The City does not own any fee interest in the rights-of-way or own any property adjacent to the
rights-of-way and did not expend any City funds to purchase the right-of-way easement. In accordance
with the City's Policy Regarding Street and Alley Vacation Transactions approved by the City Council on
March 6, 2007 (M&C G-15624), Staff recommends waiving the fair market value of purchase price of the
right-of-way easements for the streets and alley.
This project is located in COUNCIL DISTRICT 8, Mapsco 77C.
