Page 1 of 4 x� 1q irn { 1875 SUBJECT: UNIMPROVED -ALLEY MOWING PROGRAM The purpose of this Informal Report is to provide information regarding the Unimproved -Alley Mowing Program (U-AMP). Fort Worth has approximately 2,300 unpaved or partially paved alley block segments, of which 1,235 (54%) are currently maintained under the U-AMP. The adopted FY2025 budget includes $806,318 for this program. In recent years, the responsibility for managing alley services in these areas has shifted among various departments. Prior to 2017, oversight was provided by Code Compliance and the Transportation & Public Works (TPW) Departments. From FY2017 to FY2022, the Neighborhood Services Department managed the program, followed by the Park & Recreation Department (PARD), which has overseen the program since FY2023. Alleys included in the U-AMP were originally selected by the Code Compliance and Police Departments as part of a safe neighborhood initiative aimed at reducing illegal dumping and other criminal activities. The current standard of the program is quarterly mowing to ensure access for utility providers. In addition to mowing, services may also include tree trimming and the removal of illegally dumped materials as needed to facilitate mowing. Paved alley surfaces, which do not require mowing because the pavement covers the entire right-of-way, are maintained separately by TPW. U-AMP services are primarily carried out by contractors under the management of PARD. Currently, two contractors are responsible for servicing the program. These contractors were selected through a competitive Request for Proposals (RFP) process. Alleys included in the U- AMP program are scheduled for quarterly maintenance; however, actual service timelines may vary depending on contractor performance. Residents may request a one-time alley maintenance service for locations not included in the U- AMP. Additionally, residents are encouraged to maintain the portion of the alley adjacent to their property, up to the midline. One-time service requests may be submitted through the Fort Worth Call Center. PARD aims to respond to these requests within 30 days, depending on resource availability. At this time, current program funding does not support the inclusion of additional alleys in the U-AMP. Requests for additional funding were submitted through decision packages during the FY2024 and FY2025 budget processes; however, these requests remain unfunded. The following maps display the locations of unpaved and partially paved alleys across the city, indicating which are included in the U-AMP and which are not.
