The Eastside Transportation Plan is the result of years of advocacy from community leaders and the recognition that east Forth Worth or the Eastside is one of the key reasons the city of Forth Worth is a great place to live. The plan includes a large study area that encompasses major segments of east Forth Worth, as shown on the map below. The study area serves as the city's eastern gateway and provides direct access to downtown and some of the IH-30 corridor's most popular destinations. This presents a unique opportunity for growth and redevelopment. For over a decade, the City, Trinity Metro, North Central Texas Council of Governments (NCTCOG), Texas Department of Transportation (TxDOT), and regional partners have worked together on essential studies and plans, including the 2016 NCTCOG Corridor Plan and the City Comprehensive Plan. These comprehensive studies provided a robust framework for the development of the Eastside Transportation Plan (the Plan), which aims to enhance connectivity and increase mixed -use transit -oriented development opportunities in the eastern gateway to the city. The Eastside Transportation Plan was developed in partnership with TxDOT, NCTCOG, and Trinity Metro. This City-wide effort involved numerous departments including Development Services, Environmental Services, the Fort Worth Lab, Neighborhood Services, and others. The purpose of the Eastside Transportation Plan is to improve quality of life for Eastside residents and leverage the community's position next to Downtown, with large concentrations of developable and redevelopable space, and proximity to IH-30 to support high -capacity transit. This Plan includes the following deliverables: • Develop a Locally Preferred Alternative (LPA) for roadway layouts on East Lancaster Avenue, along with Brentwood Stair Road and Bridge Street (from Oakland to Bridgewood), and for premium transit route and vehicle type(s) for Route 89 between Downtown, Handley, and the Eastchase/1-30 shopping area. Resolution No. 5876-01-2024 was adopted by City Council on January 23, 2024, supporting the LPA's. See also IR 24-1789 for additional information. • Craft a concept plan with catalytic proforma to identify and strategize the housing and economic opportunities. • Create a capital projects plan for transportation improvements on other local roadways and transportation routes. • Develop a form -based code to provide zoning flexibility and guidelines for development areas to implement the concept plan. The full public engagement report is shown in Appendix A of the plan (htt0s://www.fortworthetD.com/plan-document). A few of the common themes expressed by the community and stakeholders alike were a sense that speeding and pedestrian safety are issues, improved transit stations are needed, widening the right-of-way through historic neighborhoods is not desired, and a request for increased access to trails. Local developers expressed a desire for streetscape infrastructure, increased zoning density, and subsidies for transit -oriented development. Developers explained that market -rate housing is difficult to build due to naturally occurring affordable housing in East Fort Worth. Adoption and Implementation The Eastside Transportation Plan is the culmination of public and stakeholder input into developing the future vision for Eastside. Upon implementation, the Plan will provide transformative changes to Lancaster Avenue and the greater Eastside. The Eastside Transportation Plan is expected to be presented to the City Council for adoption in August, 2025. If approved, the next step will be the adoption of the recommended form -based code, potential zoning changes on parcels to match the newly adopted form -based code, and Master Thoroughfare Plan amendments.
