SUBJECT: UNIMPROVED -ALLEY MOWING PROGRAM CONTRACTORS
The purpose of this Informal Report is to provide an overview of the contractors involved in the
Unimproved -Alley Mowing Program (U-AMP).
In November 2021, the City Fort Worth Purchasing Division issued an Invitation to Bid (ITB) for
alleyway maintenance services. The City received three bids and awarded contracts to two
vendors based on Best Value (M&C 21-0887). The initial contract term was one year, with four
optional renewal periods. The U-AMP services are scheduled to be re -bid in the spring of 2026.
The two awarded contractors currently servicing the U-AMP are Lawn Patrol Service, Inc. and
Leon's Landscaping. The Park & Recreation Department's Contract Mowing staff issue quarterly
work orders to these contractors for alleys within the U-AMP program for the following tasks:
• Debris removal prior to mowing
Alley mowing
Tree pruning to a height of 10 feet for utility access
Lawn Patrol employs a combination of employees and H-213 visa workers, while Leon's
Landscaping employs direct employees.
The total annual budget for U-AMP is $806,318. Of this amount, $741,599 is allocated for mowing
services, with the remaining funds designated for a contract compliance technician responsible
for inspecting alleys and responding to resident inquiries.

Once a report is submitted, a work order is generated by the City Call Center and routed to the
appropriate staff for follow-up and resolution.
