AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN AN AMOUNT UP TO $40,000.00, SUBJECT TO RECEIPT OF A
GRANT FROM THE U:S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT,
FOR THE PURPOSE OF FUNDING PREDATORY LENDING COUNSELING SERVICES;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in -the
Grants Fund in an amount up to $40,000.00, subject to receipt of a grant from the U.S. Department of
Housing and Urban Development, for the purpose of funding Predatory Lending Counseling Services.
SECTION 2.
That. should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT GRANT APPLICATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT AND APPROPRIATION ORDINANCE FOR PREDATORY LENDING
COUNSELING SERVICES
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept, if awarded, a grant for up to $40,000 from the U.S.
Department of Housing and Urban Development (HUD) for Predatory Lending Counseling Services;
and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by up to $40,000, subject to award of the grant; and
3. Certify that the activities to be funded with the Predatory Lending Housing Counseling Services
funds are consistent with the City's Consolidated Plan.
DISCUSSION:
HUD issued a competitive Notice of Fund Availability (Super NOFA No. 1) covering several HUD
programs, which includes funding for the Housing Predatory Lending Counseling Program. Local
entities certified by HUD as Local Housing Counseling Agencies (LHCAs) can apply for this funding in
an amount not to exceed $40,000.. This is the first year the grant has been available through the Super
NOFA for LHCAs.
The Housing Department was certified by HUD as a LHCA on December 19, 1997. On September 29,
1998 (M&C G-12337), the City Council approved the Housing Counseling Program design, as well as
the authority to receive private donations.
The City, through the Fort Worth Housing Finance Corporation and its other non-profit partners,
administers an infill housing development program in the Central City, utilizing City-owned vacant
properties and/or properties acquired from private owners. The objectives of this program are to make
housing more affordable to low-income families, revitalize neighborhoods, and return the properties to
the tax roll.
The City also has acounty-wide homeownership counseling program, which is an eligible activity under
this grant and is particularly needed among low-income, minority, and other underserved groups.
The Housing Department has been providing outreach, intake, and homeownership counseling services
to potential. homebuyers for approximately seven years. The focus of the counseling is on first-time
homebuyers. For the 2001-2002 grant period, more than 1,232 clients received housing counseling
services. Because of increased needs in the community and increased capacity of the counseling staff,
the proposed number of clients to be served with this grant is 1,450.

The City's housing counseling program follows HUD's guidelines for housing counseling services. It
includes intake and screening, homeownership training and counseling, referral and follow-up. The
training and counseling component covers City, HUD, and other programs, pre-purchased, pre-
occupancy, post-occupancy, home management and budget counseling, long and short-term credit
repair,. reverse mortgages (Home Equity Conversion Mortgages), mortgage refinancing and mortgage
default counseling.
The housing counseling services are available in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
