AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING OTHER FUND, SUBJECT TO
RECEIPT OF THE GRANT, IN AN AMOUNT UP TO $10,000.00, TO SUPPORT
THE HEALTHY SUMMER INITIATIVE AT TWENTY-ONE FORT WORTH
COMMUNITY CENTERS; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund, subject to receipt of the grant, in an amount up to $10,000.00, to support the Healthy
Summer Initiative at twenty-one Fort Worth community centers.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

1. Use the awarded funds only as specified in the outlined expectations for expenditures.
2. Maintain records to show and account for usage of awarded funds.
3. Provide written acknowledgment of receipt of payments of awarded funds.
4. Refrain from use of the funds for any purpose prohibited by all applicable laws and regulations.
5. Cooperate with the efforts of Texas Health to publicize the award and any accomplished work resulting from receipt
of the award.
6. Comply with reasonable requests for information about program activities
7. Meet terms and conditions specified in the addendum to this letter.

Addendum To Letter
Healthy Summer Initiative Award
Expectations for Expenditures
As of March 2025
Award expenditures must be reasonable, necessary, and allowable to ensure proper and efficient compliance with the
award.
To determine whether an expenditure is reasonable, consider the following questions:
o Is it in alignment with the goal and objectives of the award?
o Can it be easily justified? Is the quantity necessary?
o Is it in compliance with federal, state, and local policies?
o Can you demonstrate that the price was comparable to similar items?
o Is it transparent (allowing access to information and monitoring and review of purchases)?
Award expenditures must be:
• Authorized by or not prohibited by federal, state, or local laws and regulations. (For example, the purchase
of alcohol is prohibited.)
• Applicable to all participating sites:
o Assigned cost -to -cost objectives and treated consistently for all work performed by the organization
under similar circumstances, regardless of the source of funding, to avoid duplicate charges.
o In conformance with limitations and exclusions contained in the terms and conditions of this
award. (For example, sites must use vendors that have been vetted and approved by the City of
Fort Worth.)
Allowable award expenditures include:
• Food purchases that are:
o Not processed
o Minimally processed
o Limited or contain a minimal amount of added sugars
o Whole grain products
o Reduced sodium products (if available)
o Whole grains, fruit, vegetables, nuts, or another source of protein.
o "Snack" size
Publicity
The grantee and/or awardee shall include mention of Texas Health Community Hope in all press releases, social media
and other media concerning the project. Copies of the logo suitable for reproduction are included for your convenience.
Reports
A complete program and financial report must be provided by September 19, 2025 that details: name and description of
summer camp program(s), number of children/campers served, how the funds were used, amount of funds used per
site, a list of the items purchased, program impact and pictures documenting efforts.
• A reporting template will be provided to include all expenses incurred related to grant and/or award, and
program impact.
Texas Health, at its request, shall have reasonable access to the Grantee/Awardee Organization's and/or the Community
Center's files, records, personnel, and premises for the purposes of making financial audits, verifications, or program
evaluations as it deems necessary concerning the grant and/or award.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize acceptance of a grant from Texas Health Community Hope in an amount up to $10,000.00 to support the Healthy Summer Initiative
at twenty-one Fort Worth community centers and to support efforts of the Park & Recreation Department to provide nutritious and healthy
snack options during summer camp programming; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject to
receipt of the grant, in an amount up to $10,000.00, to purchase snacks to support the Healthy Summer Initiative at twenty-one Fort Worth
community centers.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the acceptance of a grant from Texas Health Community Hope in the
amount totaling $10,000.00 to support the Healthy Summer Initiative during camp at twenty-one Fort Worth community centers during the summer
of 2025. Staff at Texas Health reached out to indicate they wanted to again provide a grant to provide nutritious and healthy snack options during
the Summer Day Camp Program. There was no application process since the request came directly from Texas Health.
The work of Texas Health Community Hope is guided by evidence -based practices; and together, with the support of partners throughout the
community, they work to create an environment that supports health and well-being. Studies have shown that access to healthy snacks helps youth
create healthy habits and supports cognitive and physical development.
The $10,000.00 grant will be distributed to the following twenty-one community centers based on the number of camp registrations.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. Park & Recreation Department (and
Financial Management Services Department) will be responsible for the collection and deposit of funds due to the City. Prior to expenditures
being incurred, Park & Recreation has the responsibility to validate the availability of funds. This is an advance grant.
