AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS CAPITAL PROJECT STATE FUND IN AN
AMOUNT UP TO $1,500,000.00, SUBJECT TO THE RECEIPT OF THE GRANT,
FOR THE OAK GROVE PARK PROJECT (CITY PROJECT NO. 104194);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Capital Project State Fund in an amount up to $1,500,000.00, subject to the receipt of the grant, for the Oak
Grove Park Project (City Project No. 104194).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ' ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

TO CONDUCT A PUBLIC HEARING AND DESIGNATE THE ASSISTANT CITY MANAGER
OVER THE PARK & RECREATION DEPARTMENT TO ACT ON BEHALF OF THE CITY
OF FORT WORTH IN COMMUNICATIONS WITH THE TEXAS PARKS & WILDLIFE
DEPARTMENT FOR THE PURPOSE OF PARTICIPATING IN THE LOCAL PARK GRANT
PROGRAM FOR PROPOSED IMPROVEMENTS AT OAK GROVE PARK; APPLYING FOR
A GRANT IN THE AMOUNT UP TO $1,500,000.00; CERTIFYING THAT THE CITY OF FORT
WORTH IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE AND THAT THE CITY OF
FORT WORTH'S MATCHING SHARE WILL BE READILY AVAILABLE; AND
SPECIFYING THAT OAK GROVE PARK IS DEDICATED FOR PERMANENT PUBLIC
PARK AND RECREATIONAL USES
WHEREAS, the Recreation Grants Branch of the Texas Parks and Wildlife Department
(TPWD) administers the Local Park Grant Program, which includes the Urban Outdoor
Recreation Grant (Program);
WHEREAS, the Program assists local units of government with the acquisition and
development of public recreation areas and facilities throughout the State of Texas through
matching fund reimbursement grants;
WHEREAS, the City of Fort Worth (City) is applying for a grant up to
$I,500,000.00 from the Program to assist with the development of the existing Oak Grove
Park in Fort Worth, the approximate location of which is set forth in the attached Exhibit
A;
WHEREAS, the Program requires a match from the City equal to the amount applied
for under the grant application, for -which the match will be readily available;
WHEREAS, the City is fully eligible to receive assistance under the Program; and
WHEREAS, the City is desirous of authorizing a representative to represent and act
on its behalf in dealing with the TPWD concerning the Program:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FORT WORTH:
SECTION 1: That the City hereby certifies that it is eligible to receive assistance under
the Program, and that notice of the grant application has been posted according to local public
hearing requirements.
SECTION 2: That the City hereby certifies that the matching share for this grant
application will be readily available.
SECTION 3: That the City hereby authorizes and directs its Assistant City Manager
over the Park & Recreation Department to act for the City in dealing with the TPWD for
the purposes of the Program, and that Jesica McEachern is hereby officially designated as
the City representative in this regard.
SECTION 4: The City hereby specifically authorizes Jesica McEachern, Assistant City
Manager, to submit a Program application to the TPWD concerning the park site known as
Oak Grove Park in the City of Port Worth, Tarrant County, which is dedicated for public
park and recreation uses in perpetuity.

Bond Oak Grove Park Project; Authorize the Use of 2022 Bond Program Funds Up to $1,500,000.00 for a Grant Match; Adopt Appropriation
Ordinance; and Amend the Fiscal Years 2025-2029 Capital Improvement Plan (2022 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize a Recreation Grant Agreement to accept an Urban Outdoor Recreation Grant in an amount up to $1,500,000.00 from the Texas
Parks & Wildlife Department for the Bond Oak Grove Park project (City Project No. 104194) with City participation in an amount up
to $1,500,000.00 for a total grant project budget of up to $3,000,000.00;
2. Adopt the attached appropriation ordinance by increasing estimated receipts and appropriations in the Grants Capital Project State Fund in
an amount up to $1,500,000.00, subject to the receipt of the grant, for the Bond Oak Grove Park project (City Project No. 104194);
3. Adopt the attached appropriation ordinance by increasing estimated receipts and appropriations in the Grants Capital Project State Fund in
an amount up to $1,500,000.00, as a transfer from the 2022 Bond Program Fund to satisfy the City's match requirements, totaling
$3,000,000.00 for the Bond Oak Grove Park project (City Project No. 104194); and
4. Amend the Fiscal Years 2025-2029 Capital Improvement Plan.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept a grant in the amount of $1,500,000.00 from the Texas Parks & Wildlife
Department (TPWD) Urban Outdoor Grant Program. This grant will provide for the development of park improvements at Bond Oak Grove Park
(City Project No. 104194), an approximately 68-acre tract of land located at the comer of Oak Grove Road and Oak Grove Shelby Road, in
southeast Fort Worth. The Grant Repository Number is GRNT-APPL-0000000126.
On June 11, 2024, the City Council adopted Resolution No.5966-06-2024 authorizing the Park & Recreation Department (PARD) to apply for an
Urban Outdoor Recreation Grant from TPWD. The application was successful, and on January 23, 2025, the Texas Parks and Wildlife
Commission approved the issuance of $1,500,000.00 in grant funding to the City to develop proposed improvements at Oak Grove Park.
Per the TPWD grant application structure, a 1:1 grant match is required. For the City's match, PARD will use $1,500,000.00 of 2022 Bond Funds
already appropriated for the development of Bond Oak Grove Park project (City Project No. 104194). This follows the City's fiscal policy regarding
the use of bond funds.
This is a reimbursement grant, and all grant funding is to be used for construction purposes only. Indirect costs are not reimbursable. The City of
Fort Worth is solely responsible for any additional costs associated with project administration, design, construction inspection, and materials
testing.
This contract will be with a governmental entity, state agency, or public institution of higher education: Texas Parks and Wildlife Department. It does
not request approval of a contract with a private business entity.
This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25765-08-2022)
provided liquidity to support the appropriation. Available resources will be used to actually make any interim progress payments until debt is
issued. Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022).
PARD's Capital Improvements Plan (CIP) does not include potential grant awards. Therefore, the requested action in this M&C will amend the
Fiscal Year (FY) 2025-2029 CIP.
TPWD is a state agency and does not require a 1295 form.
Oak Grove Park is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current capital budget, as appropriated, in the Grants Capital Project State Fund. The Park & Recreation Department (and
Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred,
the Park & Recreation Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
