AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ALLIANCE AIRPORT CAPITAL FUND, IN THE
AMOUNT OF $873,448.00, FROM AVAILABLE FUNDS IN THE TRANSFER
FROM AIRPORT ACCOUNT, FOR THE PURPOSE OF FUNDING AFW JOINT
RSL & PVMT RPR PHS I PROJECT (CITY PROJECT NO. 106257); PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Alliance
Airport Capital Fund in the amount of $873,448.00, from available funds in the Transfer from Airport account,
for the purpose of funding the Phase I of the AFW JOINT RSL & PVMT RPR PHS I project (City Project
No. 106257).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

the Joint Reseal and Pavement Repair Project at Perot Field Fort Worth Alliance Airport, Adopt Appropriation Ordinance and Amend the Fiscal
Years 2025-2029 Capital Improvement Program
RECOMMENDATION:
It is recommended the City Council:
1. Authorize execution of a construction contract with Interstate Sealant & Concrete, Inc., in an amount up to $1,290,918.00 for construction of
Phase I of the Joint Reseal and Pavement Repair project at Perot Field Fort Worth Alliance Airport;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Alliance Airport Capital Fund, from
available funds in the Transfer from Airport account, in an amount of $873,448.00 for the purpose of funding the construction of Phase I of the
Joint Reseal & Pavement Repair project at Perot Field Fort Worth Alliance Airport (City Project No. 106257); and
3. Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The Aviation Department is seeking City Council approval to authorize execution of a construction contract with Interstate Sealant & Concrete, Inc.
(Interstate Sealant & Concrete) in an amount up to $1,290,918.00 for construction of Phase I of Joint Reseal and Pavement Repair project
(Project) at Perot Field Fort Worth Alliance Airport (Airport).
On February 5, 2025, and February 12, 2025, the Project was advertised in the Fort Worth Star -Telegram. On March 13, 2025, the City received
four sealed bids for the Project. The bids received are as follows:

After review and evaluation of the bids, Interstate Sealant & Concrete was determined to be the most qualified bidder and selected for the Project.
This Project will consist of resealing joints, miscellaneous pavement repairs, and applying new pavement markings on Runway 16L-34R at the
Airport (see attached map). The concrete pavement joints have reached the end of their service life and are in need of replacement. The
improvements to the joints and repairs to the concrete will mitigate stormwater run-off from entering the pavement, prolonging the life of the
concrete. The application of new pavement markings will ensure uniformity of the markings across the entire runway.
A portion of this Project will be funded from the Fiscal Year 2022 (FY22) Cargo Entitlement Grant 74 (City Project No. 104463) executed on
September 12, 2022 (City Secretary Contract (CSC) 58084). The remaining amount is expected to be funded from Bipartisan Infrastructure Law
(BIL) Grant funding; however, an award has not yet been received. After receipt of the grant, another Mayor and Council Communication (M&C) will
be completed and include an appropriation ordinance to "undo" the $873,448.00 and move these funds back to the Alliance Airport Capital fund.
Funding is available for appropriation in the Unspecified -All Funds project within the Alliance Airport Capital Fund for the purpose of funding the
AFW JOINT RSL & PVMT RPR PHS I project.
The Business Equity Division placed a 10.49% Disadvantaged Business Enterprise goal on this solicitation/contract. Interstate Sealant &
Concrete, Inc. has agreed/committed to utilize 10.49% DBE subcontractor participation for the scope of work. Any changes in subcontractors will
be reviewed by the Business Equity Division.
Perot Field Fort Worth Alliance Airport is located in COUNCIL DISTRICT 10.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified -All Funds project within the Alliance Airport Capital Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds are available in the Muni Airport Grants
Federal Fund for the G74 Cargo ENTL 2022 project and will be available in the Alliance Airport Capital Fund for the AFW JOINT RSL & PVMT
