AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE TRANSPORTATION IMPACT FEE CAPITAL
FUND, IN THE AMOUNT OF $1,035,764.13, FROM AVAILABLE
TRANSPORTATION IMPACT FEES PROJECT AND INTEREST EARNINGS
WITHIN THE REVENUE - SERVICE AREA Y - TRANSPORTATION IMPACT
FEES (CITY PROJECT NO. UN9927), FOR THE PURPOSE OF FUNDING THE
CONSTRUCTION OF A NEW TRAFFIC SIGNAL AT W RISINGER ROAD AND
SUMMER CREEK DRIVE INTERSECTION PROJECT (CITY PROJECT NO.
106291); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Transportation Impact Fee Capital Fund in the amount of $1,035,764.13, from available Transportation
Impact Fees project and Interest Earnings within the Revenue - Service Area Y - Transportation Impact Fees
(City project No. UN9927), for the purpose of funding the construction of a new traffic signal at W Risinger
Road and Summer Creek Drive intersection project (City Project No. 106291).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ordinance, and Amend the Fiscal Years 2025-2029 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
Authorize the use of funds within the Transportation Impact Fees in the amount of $1,035,764.13 for the construction of a new traffic signal at
W Risinger Road and Summer Creek Drive intersection using an existing Unit Price Contract;
Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Transportation Impact Fee Capital
Fund, in the amount of $1,035,764.13, from available Transportation Impact Fees project and Interest Earnings within the Revenue - Service
Area Y - Transportation Impact Fees (City project No. UN9927), for the purpose of funding the construction of a new traffic signal at W
Risinger Road and Summer Creek Drive intersection (City Project No. 106291) and
Amend the Fiscal Years 2025-2029 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the use of transportation impact fees in the amount of $1,035,764.13
to fund the construction of a new traffic signal at W Risinger Road and Summer Creek Boulevard intersection project (City Project No. 106291),
and adopt an appropriation ordinance for the project in the amount of $1,035,764.13 from available funds in Service Area Y within the
Transportation Impact Fee Capital Fund.
The proposed project will construct a new traffic signal, make Americans with Disability Act (ADA) improvements to the curb ramps, and install
accessible pedestrian signals. The cost estimate for the installation of the traffic signal at W Risinger Road and Summer Creek Boulevard is
$1,035,764.13 with Transportation Impact Fee Capital Fund previously appropriated.
This project is located within the Transportation Impact Fee Service Area Y (City Project No. UN9927) and was identified as impact fee eligible in
the most recent transportation impact fee study. The additional impact fee funding will supplement existing funding for the project to be completed.
Funds are currently available in the Revenue- SA Y -Transp Imp Fees project within the Transportation Impact Fee Cap Fund.
The following table summarizes the funding for the W Risinger Road and Summer Creek Boulevard traffic signal construction project:

Funding for this project was not included in the Fiscal Years (FY) 2025-2029 Capital Improvement Program. The actions in this M&C will amend
the FY2025-2029 Capital Improvement Program as approved in connection with Ordinance 27107-09-2024.
The project will be constructed with an existing Unit Price Contract with EAR Telecommunications, LLC. (City Secretary Contract No. 58453, M&C
22-0829)
This project will have no impact on the Transportation and Public Works annual operation budget when completed. Construction is expected to
start in August 2025.
The project is located in COUNCIL DISTRICT 6.
A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Revenue- SA Y -Transp Imp Fees project within the Transportation Impact
Fee Cap Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in
the Transportation Impact Fee Cap Fund for the construction of a new traffic signal at W Risinger Road and Summer Creek Drive intersection, to
support the approval of the above recommendations and execution of the contract. Prior to an expenditure being incurred, the Transportation &
Public Works Department has the responsibility of verifying the availability of funds.
