SUBJECT: NEIGHBORHOOD TRAFFIC CALMING PROGRAM OVERVIEW
The purpose of this Informal Report is to provide information about the City's Neighborhood
Traffic Calming Program.
Background
In January 2022, Transportation and Public Works briefed the Mobility: Transportation and
Infrastructure Committee on the launch of the Neighborhood Traffic Calming Program. The
initiative focuses on implementing traffic safety countermeasures —primarily speed cushions —to
slow vehicle speeds on residential streets. The program is supported by an annual budget of
approximately $230,000.
Since its launch in 2022, the Traffic Calming Program has emerged as one of Transportation
and Public Works' most in -demand offerings. To date, TPW has received 2,181 requests related
to Increased Traffic, Traffic Calming, Traffic Safety, and Speeding (Table 1). While request
volumes for Increased Traffic and Traffic Calming remained stable between 2022 and 2023, the
program saw a notable 82% surge in total submissions from 2023 to 2024.

The first sets of speed cushions were installed in summer 2023. To date, 79 sets have either
been installed or scheduled for installation along 29 streets. Table 2 outlines the specific locations
where speed cushions have been placed.
Traffic Calming Request Process
An overview of the program requirements, a full listing of criteria, and the process for requesting
traffic calming can be found on the City website:

Currently, residents can submit requests via the City Call Center, MyFW app, or through
submission to the Traffic Calming email at TrafficCalmina(u),fortworthtexas.aov.

Roadway Eligibility
A list of roadway eligibility is provided below, and a description of the current application
process can be found at the TPW Neighborhood Traffic Calming webpage mentioned
above.
Eligibility Criteria
• Must be a local residential street (i.e. not an arterial)
• Roadway must be owned by the City of Fort Worth
• Speed limit is 35 miles per hour or less
• Maximum two-lane roadway
• Annual daily traffic is less than 4,000 vehicles per day
• Roadway is not on the City's Master Thoroughfare Plan
City staff collects and reviews speed data as part of the evaluation process. Installation of traffic
calming countermeasures is recommended when the 85t" percentile speed is five miles per hour
or more over the posted or prima facie speed limit. Traffic calming is not recommended on
arterials, on roadways that accommodate traffic volumes exceeding 4,000 vehicles per day, or
as a strategy to address street racing due to safety and congestion considerations. TPW
coordinates with the Fort Worth Police Department to address speeding and racing on
thoroughfares and reckless driving in neighborhoods.
FY 2026 Lookahead
TPW will propose program modifications in Fall 2025 that will:
• Bring the traffic calming program in closer alignment with the city's Vision Zero
Strategy
Optimize existing resources and improve TPW's ability to respond to the growing
number of incoming requests
Provide a program framework that enables proactive identification of locations for
traffic calming evaluations
