SECTION 3. The said Board of Commissioners after brving

SECTION 5, A lien is hereby created and fixed against
each an& every lot , tract or parcel of land above described, sup-
erior to all other liens, claims or titles except lawful taxes , to
1099UXO the payment of t4o amount assessed and charged Against the
aamo as aforesaid, together with interest and costs of collection
including a reasonable attorney's fea when incurred, and the re-
speotive avvners oX the said tracts off land are hereby 4eqlared to
be personally liable for the payment of the amount assessed againat
them, and the reapeotive lots, traote,, or parcels of land owned
by them and hereinbeforq described , as aforesaid; and the amounts
so assessed and charged shall be payable an follows: one-third
within thirty days after the completion and acceptance of the work
by the city; one-third in one year, and one-third in two years after
ouch date. All &eferred,- payments, if no deigault is made in the payr
