Mayor Mattie Parker Council Member Jeanette Martinez, District 11 Staff Present: Jesus "Jay" Chapa, City Manager Leann Guzman, City Attorney Jannette Goodall, City Secretary CALL TO ORDER With a quorum of the City Council Members present, Mayor Pro tern Bivens called the City Council Public Comment Meeting of the Fort Worth City Council to order at 6:03 p.m. on Tuesday, May 6, 2025, in the City Council Chamber of the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas. INVOCATION - Council Member Carlos Flores The invocation was provided by Council Member Carlos Flores. The Pledges of Allegiances to the United States of America and the State of Texas were recited. CONSIDERATION OF MINUTES Motion: Council Member Nettles made a motion, seconded by Council Member Beck, that the Regular Council meeting of April 8, 2025, the Work Session and Public Comment meetings of April 15, 2025, and the Regular Council meeting of April 22, 2025, and the Budget Work Session meeting of April 29, 2025, be approved. Motion passed 8-0, Council Member Williams off the dais, Mayor Parker and Council Member Martinez absent. 25-5008 Minutes - April 8, 2025 Council Meeting 25-5072 Minutes - April 15, 2025 Work Session 25-5073 Minutes - April 15, 2025 Public Comment 25-5074 Minutes - April 22, 2025 Council Meeting 25-5085 Minutes - April 29, 2025 Budget Work Session PUBLIC COMMENTS 25-5075 Public Comments Chris Wood completed a speaker card relative to keep cool and was recognized by Mayor Pro tem Bivens but was not present in the Council Chamber. Bob Willoughby appeared before Council relative to general comments. Heather Tolksdorf, representing Parents of de Zavala Elementary, appeared before Council relative to access to high -quality education in Fort Worth. Beta Mu Omega Chapter - Fort Worth AKAs, completed a speaker card relative to honoring Gyna Bivens' legacy as a community leader on Fort Worth City Council and was recognized by Mayor Pro tem Bivens but was not present in the Council Chamber. Patrick O'Neal appeared before Council relative to DeZavala Elementary potential closing. Gerald Banks Sr., representing Equal Justice Now, appeared profiling, police brutality, wrongful arrest/killings, wrongful prosecutions, end qualified immunity, racism, abuse of power, etc. Dave Fulson completed a speaker card relative to thank you to Mrs. Bivens and was recognized by Mayor Pro tern Bivens but was not present in the Council Chamber. Annette Crivellaro, representing De Zavala Elementary PTA member, appeared before Council relative to school closures in FWISD. Adrian Smith completed a speaker card relative to boa and was recognized by Mayor Pro tem Bivens but was not present in the Council Chamber. The following individuals appeared before Council relative to wages for contract airport service workers: Willie Murkeldove, representing SEIU Texas Peyton Abrams, representing SEIU Texas Esther Avelar Anda, representing SEIU Texas Lawrence Walker completed a speaker card relative to Greenprint comprehensive plan/project and was recognized by Mayor Pro tern Bivens but was not present in the Council Chamber. James Smith appeared before Council relative to Atatiana Jefferson, a directional flashing light, alleyway maintenance. David Martinez appeared before Council relative to Fort Worth rape kits.
