SUBJECT: CITY FACILITIES AND AMERICANS WITH DISABILITIES ACT
(ADA) COMPLIANCE
The purpose of this Informal Report is to provide an update on Americans with Disabilities Act (ADA)
compliance for community centers, libraries, and other General Fund buildings.
In 2023, an ADA study of the Park and Recreation Department's 21 community centers and two
athletic/sports facilities was conducted. Since that study, two new community centers have opened. Of the
25 facilities, 14 are ADA compliant and 11 are "grandfathered." Facilities built prior to 1990, when the ADA
was signed into law, are considered to be "grandfathered."
Two of the "grandfathered" facilities are in the design phase for reconstruction. Design for Fire Station
Community Center is scheduled for completion in December 2025, and design for the new community
center and pool that will replace Martin Luther King Jr. Community Center is scheduled for completion in
spring 2026.

Of the remaining 227 General Fund facilities, 87 are ADA compliant and 140 are "grandfathered." Many of
the "grandfathered" facilities have areas that are too small, or fixtures that need to be replaced or
relocated. Examples include hallways that are not wide enough, bathrooms that are too small, light
switches that are mounted too high, or doorknobs that need to be replaced with lever handles.
Property Management is currently assessing the needs of the "grandfathered" facilities to create an action
plan. The plan will include priorities, estimated costs, and projected timelines. The action plan for the 16
"grandfathered" community centers and libraries will be completed by October 31, 2025, and the plan for
the remaining 140 General Fund facilities will be completed by February 27, 2026.
