SOUTH PATROL DIVISION HEADQUARTERS NAME CHANGE
The purpose of this informal report is to inform the Mayor and City Council of Fort Worth
Police Department's request to re -name the Fort Worth South Patrol Division
Headquarters, located at 3501 W. Risinger Road, in honor of fallen Police Officer, Sergeant
Billy Randolph.
Sergeant Billy Randolph was tragically killed in the line of duty on August 12, 2024.
Sergeant Randolph's dedicated service, leadership, and sacrifice exemplify the highest
standards of the Fort Worth Police Department and deserve lasting commemoration.
Sergeant Randolph dedicated nearly 30 years of distinguished service to the Fort Worth
Police Department. Throughout his career, he was a steadfast leader, a mentor to many,
and a respected figure both within the department and the greater Fort Worth community.
His unwavering commitment to public safety, his integrity, and his compassion left an
enduring impact on those he served with and the citizens he protected.
Naming the South Patrol Division Headquarters after Sergeant Randolph would be a fitting
tribute to his legacy and a lasting reminder of his sacrifice. It will serve as an inspiration for
future generations of officers and a symbol of gratitude from the community he served so
faithfully. We respectfully submit this request in honor of his memory, service, and the
ultimate sacrifice he made in the line of duty.
The City's facility naming policy (copy attached) was initially adopted in 1980 (Resolution
No. 725) and was amended in 2005 (Resolution No. 3253-09-2005). The policy requires
that recommendations for naming City -owned facilities be submitted to City Council for
approval via a resolution which should include evaluations from the appropriate City
department and the City Manager's Office. The recommendation should also include the
individual's biographical sketch and documentation of their contributions to Fort Worth.
Both the Fort Worth Police Department and City Manager's Office recommends and
supports the renaming of the Southern Patrol Division Headquarters to the "Billy Randolph
South Patrol Division Headquarters". The Fort Worth Police Department plans to bring
forth a Resolution to approve the facility's name change for Council consideration at the
August 26t" City Council Meeting. Additionally, a biological overview of Sgt. Billy
Randolph's career and contributions to the City of Fort Worth, its citizens, and the
outstanding example that he set for his fellow officers in providing service to the City is
attached for Council consideration.

WHEREAS, the City of Fort Worth desires to establish a procedure
for naming City -owned facilities; and
WHEREAS, the City Council Development Committee is the appro-
priate forum for recommending names to the City Council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
Recommendations for naming City -owned facilities will be
submitted to the City Council Development Committee with evaluations
from the appropriate City department and the City Manager's Office.
If the recommendation is to name a facility after an individual, a
biographical sketch of the individual must accompany the recommenda-
tion, and the individual must be deceased. Upon approval of the
Development Committee, the recommendation will be forwarded to the
City Council for its consideration and action.

WHEREAS, on August 26 1980, the City Council adopted a Resolution establishing procedures
for the naming of City -owned facilities (Resolution No 725); and
WHEREAS the 1980 Resolution provided that in order for a City -owned facility to be named
after an individual, the individual must be deceased, and
WHEREAS the City Councildesires, in very limited circumstances, to be able to name a City -
owned facility after a living individual who has made extraordinary contnbutions for the betterment of
all Fort Worth, and
WHEREAS, it is advisable to amend the current policy adopted by the City Council by
Resolution No 725 to allow City -owned facilities to be named, in very limited circumstances, after
living individuals;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

Recommendations for naming City -owned facilities will be submitted to the City Council with
evaluations from the appropriate City department and the City Manager's Office. if the
recommendation is to name a facility after an individual, a biographical sketch and
documentation of the individual's contributions must accompany the recommendation for staff
evaluation and City Council consideration. These contributions may include tune, talent or
monetary resources.
As a rule an individual must be deceased in order to have a City -owned facility named for them.
However in very limited circumstances, there may arise a situation where an individual has
made extraordinary contnbutions for the betterment of all Fort Worth These contributions
should greatly advance the achievement of the City Council's vision for Ford Worth.

The request to have the name of a street changed is submitted to the Planning and Development
Department on the form `Street Name Change Application Request to the City Council. The form is
available on the City of Fort Worth s web site or at the office of the Planning and Development
Department.
Requirements for Changing a Street Name:
• The application fee, unless waived by City Council, is to be submitted with the completed form.
The application fee is non-refundable.
+ Names, addresses and signatures of all abutting property owners concurring with the proposed
street name change.
• As indicated on the form, `By City Policy Resolution of 09/26/90 any application `requesting
to name any public facility after an individual must be accompanied by a biographical -sketch of
the individual for Council consideration and action, and the individual must be deceased.
• The applicant is responsible for all public costs incurred and associated with changing the street
name.
Planning and Development Department's Street Name Change Policy and Procedures.
1 Prior to filing an application for a street name change with the Planning and Development
Department, the applicant is encouraged to first discuss same with.
■ The Fire Devartment to ensure the appropriateness, feasibility and availability of the
selected new name.
The Planning and Development Department to ascertain current public policy
regarding street name changes, and to obtain an application / informational sheet
reflecting standard processing procedures.
■ TPW Department to obtain a preliminary cost estimate for which the applicant will be
liable to assume, as a basis for reimbursing the City for labor and material costs
regarding street sign removal and replacement, etc
2. The Division s Case Coordinator will, at the applicant's request, arrange for a conference with
the applicant and representatives of the aforementioned departments, to collectively examine the
issues described above; or the applicant may opt to individually seek the desired information
directly with the respective departments.
3 The Planning and Development Department will process the application request for name
changes by -
a. Reviewing the application for completeness, including required exhibit attachments,
concurring signatures of adjoining affected property owners, and receipt of filing fee.

b Notifvina all departments and franchised utility companies, through normal distribution
procedures, of the requested change.
c Preparina and mailing a written notice to nropertv owners, along both sides of the
affected street. Said notice shall extend from street intersection to street intersection.
The notice shall include a map clearly depicting the location and extent of the name
change.
d. Schedule and confirm with. Denutv Director, an anmonriate hearing date in which
Council can hear the case. A I5-day public notice posting is required (both on the City
bulletin board, mailing notification, and web site)
e. Prep_ are a draft M&C for review by Deputy Director and approval by Director prior to
the Council s public hearing on the case.
f. Processing an M&C before Citv Council, as an action item requiring an ordinance.
4 TPW shall, after receipt of Council approval action (from either the Planning and Development
Department or City Secretary's Office) notify and request payment receipt from the applicant off
all estimated City sign change costs.
Upon receipt of the applicant's fee payment, TPW shall notify its Sign Shop to proceed with
sign(s) replacement, and coordinate same with its Traffic Engineering Division, as to any
associated speed limit or ordinance modifications.
TPW shall establish a date for which street re -naming is to become effective (new signs
installed) and also notify the Planning and Development, Fire and Police Departments in writing
of the selected effective date (allowing the Planning and Development Department at least one
calendar week for notification to affected property owners)
7 The Fire Department shall, upon receipt of the approved Council M&C, notify the Tarrant
County `911 system, TAD City and Planning and Development Department GIS United States
Postal Service, TXU ATMOS Energy and AT&T (SBC)
8 The Planning and Development Department shall then notify the applicant of TPW's expected
name -change operational date (attaching a copy of the Council adopted ordinance therein)
9 The Planning and Development Department shall likewise notify by mail, all affected residents
(referenced in 2.c. above) of the expected street name -change operational date.

Biological Sketch:

and a respected figure both within the department and the greater Fort Worth community.
His unwavering commitment to public safety, his integrity, and his compassion left an
enduring impact on those he served with and the citizens he protected. Sergeant Billy
Randolph was tragically killed in the line of duty on August 12, 2024. Sergeant Randolph's
dedicated service, leadership, and sacrifice exemplify the highest standards of the Fort
Worth Police Department and deserve lasting commemoration.

Significant Contributions to Fort Worth Residents and Community:
• 30 years of service as a Fort Worth Police Officer
• Worked East Division, West Division, North Division, and South Division
• Worked in Zero Tolerance Unit, East Patrol, North Patrol, Vice, Robbery, Major Crimes,
and Digital Forensics, with the majority of his time spent in South Patrol.
• Leader promoted to Sgt. In 2016 South Patrol Division
• First to arrive, last to leave whether engaging with community or fighting crime
• Earned the respect and admiration of all police officers who worked with him and
trained/developed under his leadership.
• Lead by example up until his death when he took the lead as a Supervisor in blocking
traffic following a major accident on 1-35, which ultimately led to his final sacrifice due to
a random drunk driver crashing into the barricaded area.
For all of the reasons outlined above, the Fort Worth Police Department strongly recommends,
and the City Manager's Office concurs that the South Patrol Division Headquarters be
appropriately re -named the Sgt. Billy Randolph South Patrol Division Facility.

Sergeant Billy Wayne Randolph Jr. — Biography
Sergeant Billy Wayne Randolph Jr., badge number 2797, began his distinguished law
enforcement career of nearly 30 years in Academy Class #91 with the Fort Worth Police
Department. Upon graduating from the academy in the summer of 1995, he was assigned to
East Division Patrol. Demonstrating strong dedication early on, he transferred to the ZERO
Tolerance Unit in March 2000, where he played a critical role in addressing high -impact crime
issues. In September 2001, he continued his patrol service by moving to the West Division.
On October 5, 2002, Randolph was promoted to Corporal and assigned to North Division Patrol,
where his career expanded to VICE, Robbery, and Major Crimes. In 2007 he was nominated for
Officer of the Year in the Criminal Investigations Division. A departmental reorganization in
October 2012 led to his transfer to Digital Forensics, where he applied his skills to critical
investigative support roles.
Throughout his career, Sgt. Randolph's leadership and versatility were evident, proving he was
a man committed to excellence. His ability to adapt to different roles and his dedication to his
work set a high standard for his colleagues.
He achieved the rank of Sergeant on December 10, 2016. He spent most of his supervisory
career in the South Patrol Division, leading officers with professionalism and purpose. From
August 2017 to July 2019, he also served with the East Division SRT (Special Response Team)
before returning to the South Division.
Throughout his career, Sgt. Randolph was recognized for his strong work ethic, leadership, and
dedication to public safety. His service across multiple divisions and specialized units reflects a
deep commitment to the department's mission and the community he served.
Sgt. Randolph graduated from Lamar University with a Bachelor of Science/Criminal Justice and
was a United States Air Force veteran. Born on August 14, 1967, Randolph embodied a
commitment to service, a love for his country, and a deep dedication to his family and
community where his impact was profound.
He was a friend, son, brother, G-Pa, uncle, devoted husband of 35 years to his wife Lisa
Randolph and proud father of Kayla Ann Randolph Bates and father-in-law of Chaz Bates. He is
preceded in death by his son Garrett Lee Randolph, and his grandparents.
Sgt. Randolph's love and loyalty were felt by all who knew him.
