WHEREAS, the City of Fort Worth (City) and Alan Plummer Associates, Inc.
(Engineer) made and entered into City Secretary Contract No. 42955 (the Contract)
which was authorized by the City Council by M&C C-25449 on the 21 th day of
February, 2012; and
WHEREAS, the Contract involves engineering services for the following project:
Casino Beach and Watercress Drive—Water and Sanitary Sewer Improvements
WHEREAS, it has become necessary to execute Amendment No. 2 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:

Article I of the Contract is amended to include the additional engineering services
specified in M&C C-26471, adopted on the 24th day of September, 2013, and further
amplified in a proposal letter dated June 17, 2013 and attachment A to Amendment 2, a
copy of which is attached hereto and incorporated herein. The cost to City for the
services to be performed by Engineer total $331,662. See attached Funding Breakdown
Sheet, Exhibit B, B I and B2.
2.
Article 11 of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$1,067,617.
3.
All other provisions of the contract, which are not expressly amended herein, shall
remain in full force and effect.

SCOPE OF SERVICES

The following is a clarification of the tasks that the ENGINEER will perform under ATTACHMENT A. The
original Contract and Contract Amendment 1 provided for the Design. Bid and Construction Phase
services for the Casino Beach lift station and force main, and o water line from Silver Creek Road to the
new development ot Casino Beach Park. This Contract Amendment No. 2 or Casino Beach Phase ||, will
provide for a water main to provide a loop, as backup, to the north part of Lake Worth. Future phases will
include; gravity and |ovv pressure sanitary sewer force mains along VVateronona Drive, and water and |ovv
pressure sanitary aon/io* to residents along Love Circ|e, Peninsula Club Circle, North Lake Drive. Island
View Drive, and improvements to Meadow Lakes lift station and abandonment ofJenkin Heights lift
station.
BASIC ENGINEERING SERVICES SUMMARY
A. DESIGN PHASE (PHASE U)
1. Design of up to 1.500 LFnf8-inoh and up to 2.600 LF of 24-inch water main, from the
existing valve on Marina Creek Drive from the south side of Lake Worth to Casino Beach |Ut
station on the north side per the attached Exhibit 1. The lake crossing pipe material will be
HOPE, butt fused and will be constructed by open trench on the bottom of the lake. The
24-inch main will be designed to float out on the lake with weights attechad, than sunk by
filling with water, then trench backfiUed. The pipeline will be on several city owned properties
as follows: starting on the nouth, the pipeline will be in sih/ ROW- Marina Drive, then it is
routed adjacent to Marina Creek Park in water department pvoperty, then in the Parks
department owned |ake, then exiting the lake adjacent h» Casino Beach lift station. A special
specification will be written to require contractor's experience or qualification for this special
lake crossing construction. There will be no residential service taps from the24'inoh main.
Service taps will be provided to residences along Marina Drive from the 8-inch line, The lake
crossing pipe will have isolation valves and pressure test ports on both sides of lake. The
design will be for a single construction project.
SPECIAL ENGINEERING SERVICES SUMMARY
A. SPECIAL SERVICES FOR LAKE CROSSING PIPE (PHASE ||)
1. Up to four (4) Easement Documents and up to 4,100 LF of topographic survey including lake
crossing.
2. Geotachnica| investigation and reporting. Ageoteohnice| report will be prepared based on
four (4) soil borings. No underwater borings are planned to be taken from the lake itself.

Instead, the design will utilize information provided by the city from previous borings and
geotechnical and geotechnical engineering from the previous lake dredging project.
3. Preparation of Change Order documents for the lake crossing in order to possibly attract
locally mobilized dredging contractors and avoid mobilization cost of different contractor.
4� Repackage Bid set and Change Order(lake crossing) set into one Bid Document|n the event
that the previously described change order attempt is not successful.
5. USA Corps of Engineers (COE) permitting. No lake crossing park conversion will be required.
C[)E permitting will be by notification and no individual permitting is anticipated to be
required.
B. SPECIAL SERVICES FOR PHASE /. Coordination and design with Casino Beach development,
perks department, City forester, City of Lake Worth, and Town of Lakeside. This item includes
many items aofollows:
1. Participate in additional naviavvs and review meetings with the CFA/380agreemen0PRC
developer process.
2. Re-alignment of the sanitary sewer (8S) force main through the center of the casino beach
development to shorten the pipeline and save construction cost.
3. Re-alignment mfthe SS force main near love circle to go through the open park area and
reduce impact to trees-which will include additional topographic survey.
4. Add gravity SS main through the park to reduce construction impact to the park areas,
5' Prepare exhibits for Parks and Development changes to illustrate trees saved.
8. Design ROW and easement for areas where no existing ROW is platted on Watercress Dr.
7. Rem|/gn/re-deaiQn the water line on Watercress [>r. to reduce impact to trees, meeting with
Parks dept.
8. Update the water model to determine how much water could be delivered to Town of
Lakeside without impacting the City of Fort Worth.
0. Add the design of a low pressure force main near the Casino Beach lift station.
10. Add the design ofm8-inch water line near the Casino Beach lift station.
11. Split the 95% complete Plans into the C|P portion with revised bid tabulation and quantities
and provide separate plans, OPC, and bid quantities for the CFA/developer portion,
12. Redesign the water line through the center of Casino Beach development to accommodate
changes h)the road layout.
13. Change the lift station wet well from reinforced concrete to fiberglass
C. Bid Phase Assistance for Phase |/. Provide Bid phase assistance the same as the original
contract scope,
O. Construction Administration Assistance for Phase !|. This phase will be the same as the original
contract scope with the following changes: The Engineer will visit the site up to six (0) times for
construction progress meetings or specific issue meetings. The Engineer will respond toup to
twelve (12) Request for Information from the contractor and will review up to twenty (20)
submittals and shop drawings, prepare upto eight (8) PCK8a / CMRs, and three (3) Field Orders
ur Change Orders.
ADDITIONAL SERVICES
Additional Services not included in the existing Scope of Services of Phase | or Phase || — CITY and
ENGINEER agree that the following services are beyond the Scope of Services described in the tasks

COMPENSATION

|, Compensation
A. The ENGINEER shall be compensated $331.682 as summarized in Exhibit 131 -
Engineer Invoice. The fee shall be considered full compensation for the services
described Attachment A, including all labor materia|u, supplies, and equipment necessary
\o deliver the services. Basic Services shall bm paid onu total lump sum basis of
$82'O34. Special Services shall be paid nnatime and material basis not tnexceed
$24Q'028.
B. The ENGINEER shall be paid monthly payments as described in Section 11 - Method of
Payment.
||. Method ufPayment
A. Partial payment shall be made to the ENGINEER monthly upon City's approval of an
invoice prepared and submitted by the ENGINEER,
B. The estimated current physical percent complete as required on the invoice shall be
calculated from the progress schedule.
C. The cumulative sum of such monthly partial fee payments shall not exceed the total
current project budget including all approved Amendments.
D� Each invoice shall be verified as to its accuracy and compliance with the terms of this
Agreement byan officer of the ENGINEER.
|||. Progress Reports
A. The ENGINEER shall prepare and submit to the designated representative of the Water
Department monthly progress reports in the format required by the City.

HEARING:
SUBJECT: Authorize Execution of Amendment No. 2 in the Amount of$331,662.00 with Alan Plummer
Associates, Inc., for a Revised Total Contract Amount of$1,067,616.40 for Engineering
and Design Services for the Casino Beach/Watercress Water and Sewer Improvements
Phase I at Lake Worth and Adopt Appropriation Ordinances (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations
in the Lake Worth Gas Lease Capital Improvement Fund by$331,662.00 from Gas Well
Revenues;
2. Authorize the transfer of$331,662.00 from the Lake Worth Gas Lease Capital Improvement Fund
to the Water Capital Projects Fund;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations
in the Water Capital Projects Fund in the amount of$331,662.00; and
4. Authorize the City Manager to execute Amendment No. 2 in the amount of$331,662.00 with
Alan Plummer Associates, Inc., for engineering and design services associated with the Casino
Beach/Watercress Water and Sewer Improvements Phase I at Lake Worth.
DISCUSSION:
On February 21, 2012, (M&C C-25449)the City Council authorized an engineering and design
contract with Alan Plummer Associates, Inc., in the amount of$696,954.40 for the Casino
Beach/Watercress Water and Sewer Improvements Phase 1. The Casino Beach/Watercress Water
and Sewer Improvements will bring water and sewer service to the Casino Beach area to facilitate
commercial growth, and to the residents along Watercress to eliminate existing septic systems and
substandard water service. The Phase 1 design did not include the lake crossing that will be required
to loop the water system and provide a two-way feed for redundancy and water quality.
Amendment No. 1 in the amount of$39,000.00 was necessary to cover additional easements,
surveying and the design of a larger lift station.
The proposed Amendment No. 2 with Alan Plummer Associates, Inc., in the amount of$331,662.00
provides for engineering services and design of 1,500 linear feet of eight inch and 2,600 linear feet of
24 inch water main to cross Lake Worth and complete the loop of the water system in the Casino
Beach/Watercress area. With the additions of Amendment No. 2, the total contract amount for this
project is$1,067,616.40.
M/WBE Office-Alan Plummer Associates Inc., is in compliance with the City's MANBE Ordinance by
committing to an additional 11 percent M/WBE participation on this amendment No. 2. The City's goal
on this project is 11 percent.

FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the
