Goodall, City Secretary With a quorum of the City Council Members present, Mayor Parker called the City Council Work Session of the Fort Worth City Council to order at 2:01 p.m. on Tuesday, June 17, 2025, in the City Council Work Session Room of the Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas. 1. Report of the City Manager - Jesus "Jay" Chapa, City Manager a. Upcoming and Recent Events Jay Chapa, City Manager, announced that City Offices would be closed on Thursday, June 19th. Organizational Updates and Employee Recognition(s) Jay Chapa, City Manager called upon: • Council Member Flores to Introduce Ericka Garza as the new Fort Worth Hispanic Chamber of Commerce President and CEO. • Holly Moyer, Human Resources Interim Director to Recognize the City's Emerging Leaders I and II Program. • Ori Fernandez, Economic Development Assistant Director to Recognize Cherie Gordon in Economic Development for being Named to the Top 100 Emerging Local Government Leaders List. • Jennifer Dyke, Transportation and Public Works Assistant Director to Recognize Water Staff who received the James Lee Witt Local Award for Excellence in Floodplain Management. e. Informal Reports 25-0077 Monthly Reports on the Release of Areas from the Extraterritorial Jurisdiction (ETJ) by Petition of Landowner or Resident - D.J. Harrell, Development Services Director 25-0078 City Flood Risk Area (CFRA) Regulation Update - Jennifer Dyke, Transportation and Public Works Assistant Director 25-0079 City of Fort Worth Fourth of July Operations/Communications - Robert Alldredge, Police Interim Chief Mayor requested Chief Alldredge provide a summary. Council Member Flores requested the number of contacts made and violations issued. City of Fort Worth Page 2 Printed on 611812025 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY, JUNE 17, 2025 Page 3 of 5 25-0080 Eastside Transportation Plan Update - Kelly Porter, Transportation and Public Works Assistant Director and LaShondra Stringfellow, Development Services Assistant Director Council Member Nettles requested Kelly Porter provide a brief update. 25-0081 Management of Donation Boxes - Wyndie Turpen, Environmental Services Assistant Director Council Member Lauersdorf requested additional information on options for enforcement including fines for improper placement of donation bins. 25-0082 Mid -Year Update on FY25Illegal Campsite Cleanup Trends (October 1, 2024 - March 31, 2025) - Tara Perez, Homeless Strategies Manager and Wyndie Turpen, Environmental Services Assistant Director Council Member Hill requested information on the correlation between the illegal camp sites and the Homeless High Impact Pilot. 25-0083 Report on City Pools and Partnerships with the YMCA for Access to Pools - Dave Lewis, Park and Recreation Director Council Member Nettles requested Dave Lewis provide a brief summary. 25-0084 Unimproved -Alley Mowing Program Contractors - Dave Lewis, Park and Recreation Director Council Member Nettles requested Dave Lewis provide a brief summary and information on the frequency of mowing. 2. Questions Regarding Changes in Membership on Boards and Commissions for June 24, 2025 Council Meeting There were no questions regarding changes in membership on boards and commissions for the June 24, 2025, Council meeting. Questions Regarding City Council M&C Log for June 24, 2025 Council Meeting There were no questions regarding City Council M&C Log for the June 24, 2025, Council meeting. 5. Westside Village Economic Development Program Agreement — Michael Hennig, Economic Development Manager Presentation was provided by Michael Hennig, Economic Development Department. 6. Wistron Economic Development Tax Abatement — Cherie Gordon, Economic Development Coordinator Presentation was made by Cherie Gordon, Economic Development Department. 7. Update on Homeless High Impact Pilot — Tara Perez, Human Services Manager Presentation was made by Tara Perez, Homeless Strategies. • Council Member Peoples, Hill and Beck requested information on how the program could be scaled up for the City. • Council Member Flores requested that staff reach out to members of the Stockyards Business Group about this program. 8. Response to Recent Requirements for Federal Grants — Dana Burghdoff, Assistant City Manager Presentation was provided by Dana Burghdoff, Assistant City Manager. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Flores requested a report on areas with heavy vegetation that lend themselves for clearing as a method of discouraging homeless camps in those areas. Council Member Beck requested a presentation on the City's plans to honor the Country's Semiquincentennial Celebration specifically relating to civic engagement. Council Member Beck requested a report on City efforts to inspect group homes, boarding houses, short-term rentals and other congregate living facilities.
