HomeMy WebLinkAboutContract 63206-A1CSC No. 63206-A1 AMENDMENT No . 1 TO CITY SECRETARY CONTRACT No. 63206 WHEREAS, the City of Fort Worth (CITY) and Baird, Hampton & Brown, Inc., (ENGINEER) made and entered into City Secretary Contract No. 63206, (the CONTRACT) which was authorized on the 2nd day of May, 2025 in the amount of $ 95,000.00; and WHEREAS, the CONTRACT involves engineering services for the following project: City of Fort Worth, Citywide Drainage Improvements Design, CPN 100092; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $300,000.00. (See Attached Funding Breakdown Sheet, Page -4-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $395,000.00. DISCUSSION: This Mayor and Council Communication (M&C) will amend the original task -order engineering agreement to provide design services for various citywide minor drainage improvement projects. These projects may involve storm drain extensions, installing inlets and outfalls, channel restoration, mitigating drainage deficiencies and local flooding, and other minor drainage improvements. This contract serves as a tool to quickly respond to small, high -priority drainage improvement design needs throughout the City that are identified by community members or staff. Due to the need for quick engineering design assistance, on May 2, 2025, Stormwater executed an administrative contract in the amount of $95,000.00 for these improvements. The revised contract amount after this amendment will be $395,000.00. See the table below for a breakdown of the original contract and the amendment. The cost of each task order will be based on hours worked and agreed -upon hourly rates. The sum of the cost of all task orders will be up to $395,000.00. Staff considers the hourly rates fair and reasonable for the size and complexity of the minor drainage improvement projects. M&C Action Amount Date N/A Original CSC $95,000.00 May 2, 2025 (63206) This M&C Amendment 1 $300,000.00 TBD In May 2021, the Transportation and Public Works Department (TPW), Stormwater Management Division (SWMD), published a Request for Qualifications (RFQ) for various engineering consulting services. Forty-five consultants responded to the RFQ for the project design service area with Statements of Qualifications (SOQ). An evaluation team of three City staff subject matter experts from the Stormwater Management and Capital Delivery Divisions of TPW scored the SOQs based on company experience, prior projects, workload, and team experience. The City's Business Equity team also evaluated the SOQs. A pool of twenty-one consultants was selected based upon these scores to be matched with specific projects. Based on this scoring, Baird, Hampton & Brown, Inc. was selected as the most qualified consultant to perform design services for this project. Funding is budgeted in the Drainage Improvement Projects programmable project within the Stormwater Capital Projects Fund for the purpose of funding various drainage improvement projects, as appropriated. This task order contract will serve current and future capital projects as -needed, and a funds availability verification will be performed by Transportation & Public Works Contract Compliance Managers prior to task order assignment. Business Equity - The Business Equity Division placed a 12.90% business goal on this solicitation/contract. Baird, Hampton, and Brown, Inc., has agreed to utilize 12.90% business equity subcontractor participation for the scope of work, meeting the City's Business Equity Ordinance. Any changes in subcontractors will be reviewed by the Business Equity Division. This project is located in ALL COUNCIL DISTRICTS. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are available in the current capital budget, as previously appropriated, in the Stormwater Capital Projects Fund for future identified task order projects related to the Drainage Improvement Projects programmable project to support the approval of the above recommendation and execution of the engineering agreement. Prior to any expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds. The original design contract was for $95,000, which provided and addressed the immediate need for on -call storm drain design services. This amendment (#1) is for a $300,000 increase to the original contract amount, and it establishes a contract term for all work under the original contract. This amendment must be completed on or before June 5, 2026. All additional services proposed will be performed per the terms of our original contract dated June 4, 2025. This amendment, the funding breakdown, and the Mayor and Council Communication, represents the entire amendment to the original agreement between the City of Fort Worth and Baird, Hampton & Brown, Inc.
