A RESOLUTION, ORDER, AND NOTICE CALLING FOR AN ELECTION
TO BE HELD ON TUESDAY JULY 14, 2020, ON THE CONTINUATION
OF THE FORT WORTH CRIME CONTROL AND PREVENTION
DISTRICT FOR TEN (10) YEARS AND CONTINUATION OF THE
DISTRICT'S ONE-HALF CENT SALES TAX FOR TEN (10) YEARS
WHEREAS, on March 4, 1995, the voters of the City of Fort Worth approved the creation of
the Fort Worth Crime Control and Prevention District together with a one-half cent sales tax
to support the District's operations; and
WHEREAS, on May 6, 2000, February 5, 2005, November 3, 2009, and May 10, 2014, the
voters of the City of Fort Worth approved the continuation of the Fort Worth Crime Control
and Prevention District for additional periods together with the continuation of a one-half cent
sales tax to support the District's operations; and
WHEREAS, pursuant to Section 363.301 of the Texas Local Government Code, the Fort
Worth Crime Control and Prevention District will dissolve on September 30, 2020, unless the
District holds a continuation referendum and a majority of the votes cast in the referendum
are in favor of the District's continuation; and
WHEREAS, the Board of Directors- previously ordered an election to be held on May 2,
2020 (Resolution CCPD-2019-01); and
WHEREAS, on March 13, 2020, the Governor of Texas certified that the novel coronavirus
(COVID- 19) poses an imminent threat of disaster and declared a state of disaster for all
counties in Texas in accordance with state law and subsequently issued executive orders
mandating certain obligations recommended in guidelines issued at the federal level; and
WHEREAS, on March 13, 2020, the Mayor of Fort Worth issued a Declaration of Public
Health Emergency in and for the City of Fort Worth, Texas, which declaration has been
amended and extended by the Fort Worth City Council in accordance with state law; and

WHEREAS, in light of the current public health emergency and in accordance with Section
41.001 of the Texas Election Code, on April 2, 2020, the Office of the Governor issued a
proclamation that authorizes a special election on the continuation of the District to be called
and held on July 14, 2020, a non -uniform date that coincides with a previously scheduled
special election for a primary runoff.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
FORT WORTH CRIME CONTROL AND PREVENTION DISTRICT:
SECTION 1.
ELECTION ORDERED
That in compliance with the Charter of the City of Fort Worth and in accordance with the
Constitution and laws of the State of Texas, the Board of Directors ("Board") of the Crime Control
and Prevention District hereby orders that an election be held on Tuesday, July 14, 2020, as
authorized by Section 41.001 of the Texas Election Code at which all qualified voters may vote
for the purpose of determining whether the Fort Worth Crime Control and Prevention District and
its one-half cent sales tax shall be continued for an additional ten (10) years. The results of the
election shall be determined as provided in the Texas Election Code and Chapter 363 of the Texas
Local Government Code.
SECTION 2.
PROPOSITION and BALLOT
That the official ballot to be used in said election shall be prepared in accordance with Sections
52.072 and 52.073 of the Texas Election Code and Section 363.2515 of the Texas Local
Government Code, and shall be printed to permit voting "FOR" or "AGAINST" the following
proposition:

SECTION 3.
DISTRICT BOUNDARIES
That the boundaries of the Fort Worth Crime Control and Prevention District are and shall be the
same as the corporate boundaries of the City of Fort Worth, as said corporate boundaries may be
adjusted from time to time. The election shall be conducted within the prescribed boundaries of
the Fort Worth Crime Control and Prevention District. The election precincts for said election shall
be the regular election precincts of all counties in which District voters reside, to the extent they
are within the boundaries of the District.
SECTION 4.
ADMINISTRATION OF ELECTION
That the City of Fort Worth, which is the governing body that created the Fort Worth Crime
Control and Prevention District, is hereby authorized to administer the election on behalf of the
District, and shall do all things necessary to conduct the election on behalf of the District in
accordance with the requirements of the Texas Election Code and Chapter 363 of the Texas Local
Government Code. Accordingly, the District shall reimburse the City of Fort Worth for actual
expenses incurred by the City in connection with the election, including, but not limited to, the
costs of calling and conducting the election, and the costs of contracting with the County Elections
Administrators to administer the election. The City Secretary/Board Secretary and the City
Manager are hereby authorized to contract with County Elections Administrators of all counties in
which District voters reside for the purpose of having the counties furnish all or any portion of the
election services and equipment needed to conduct the election.

SECTION 6.
EARLY VOTING CLERKS
(a) That Heider Garcia, Tarrant County Elections Administrator, or his successor, shall serve
as the early voting cleric for the Tarrant County portion of the election.
(b) Frank Phillips, Denton County Elections Administrator, or his successor, shall serve as the
early voting cleric for the Denton County portion of the election.
(c) Don Markum, Parker County Elections Administrator, or his successor, shall serve as the
early voting clerk for the Parker County portion of the election.
(d) Applications from Tarrant County residents for early voting ballots to be voted by mail

SECTION 7.
EARLY VOTING
(a) That Early Voting by personal appearance of Fort Worth residents shall be conducted
beginning July 6, 2020, and continue through July 10, 2020.
(b) The main Early Voting locations and anticipated times for Fort Worth residents are:

The locations, dates, and times listed above are subject to revision by each respective
County Elections Administrator. The City Secretary/Board Secretary is charged with
advising the public via internet posting or other appropriate means regarding changes to
any location, date, or time.
(c) The locations at which early voting shall be conducted at branch early voting polling
locations are contained in: Exhibit A-1, Tarrant County residents; Exhibit A-2, Denton
County residents; and Exhibit A-3, Parker County residents, attached hereto. The City
Secretary/Board Secretary may change the places contained in Exhibits A-1, A-2, and A-3
without further Board action or approval after consulting with the respective County
Elections Administrator and determining that a change in place is necessary.
SECTION 8.
VOTING SYSTEM
(a) That an electronic voting system, as defined in Chapter 121 of the Texas Election Code,
shall be used for voting at the regular polling places for said election and for counting the
ballots and for tabulating the results. The conduct of the election and the use of the
electronic voting system shall be in accordance with the Texas Election Code.

(b) Central Counting Stations:
(1) The Office of the Tarrant County Elections Administrator, 2700 Premier Street,
Fort Worth, Texas, is established as the Central Counting Station for the ballots cast
in Tarrant County in said election.
(2) The Office of the Denton County Elections Administrator, 701 Kimberly Drive,
Denton, Texas, is established as the Central Counting Station for the ballots cast in
Denton County in said election.
(3) The Office of the Parker County Elections Administrator, 1112 Santa Fe Drive,
Weatherford, Texas, is established as the Central Counting Station for the ballots
cast in Parker County in said election.
(c) Each of the above -named Central Counting Stations shall appoint an individual, having
knowledge and experience in the conduct of elections with the electronic voting system for
which each Central Counting Station is established, as Manager of the respective Central
Counting Station. The Manager shall be in charge of overall administration of the
individual County's Central Counting Station and the general supervision of the personnel
working at the Station.
(d) Each of the Counties named in sub -section (b) above shall appoint an individual trained in
the operation of the automatic tabulating equipment as Tabulation Supervisor. The
Tabulation Supervisor shall be in charge of the operation of the automatic tabulating
equipment in the respective county.
(e) Each of the Counties named in sub -section (b) above shall appoint an individual as
Assistant to the Tabulation Supervisor. Such Assistant shall assist the Tabulation
Supervisor in the operation of the automatic tabulating equipment as directed by the
Tabulation Supervisor.
(f) Each of the Counties named in sub -section (b) above shall appoint an individual as
Presiding Judge of the Central Counting Station. The Presiding Judge shall maintain order
at the Central Counting Station and shall have such authority as may be prescribed by the
Texas Election Code.
(g) The polling places of each of the Counties named in sub -section (b) above shall be kept
open on July 14, 2020, from 7:00 a.m. to 7:00 p.m., and due returns shall be made to the

Board showing the number of votes cast "For" and "Against" the proposition set forth in
Section 2 above.
(h) The locations of the election day polling places for the election are contained in: Exhibit
B-1, Tarrant County Election Day Polling Sites; Exhibit B-2, Denton County Election Day
Polling Sites; and Exhibit B-3, Parker County Election Day Polling Sites, attached hereto.
The City Secretary/Board Secretary may change the places contained in Exhibits B-1, B-
2, and B-3 without further Board action or approval after consulting with the respective
County Elections Administrator and determining that a change is necessary.
SECTION 9.
NOTICE AND PUBLICATION
(a) That notice of this election shall be given in English, Spanish, and Vietnamese and in
accordance with the Texas Election Code, with such notice to be (i) posted on the bulletin
board at the City Hall of the City of Fort Worth used for the posting of notices of meetings
of the Board not later than the twenty-first (21St) day prior to the date upon which said
election is to be held; and (ii) published at least once, not earlier than the 301h or later than
the loth day before the election in a newspaper of general circulation in the City, with
publication in Vietnamese required only in Tarrant County. A copy of each published
notice, containing the name of the newspaper and the date of publication, shall be retained
by the City Secretary/Board Secretary in the District's records.
(b) No later than the twenty-first (21St) day before the election, a complete copy of this
resolution shall be posted on the City's official website together with the notice of the
election and the contents of the Proposition and shall remain so posted through the date of
the election.
SECTION 10.
CONTROLLING LAW
That in all respects, said election shall be conducted in accordance with the Texas Election Code
and the Charter of the City of Fort Worth, Texas.

SECTION 11.
OPEN MEETING COMPLIANCE
That it is hereby officially found and determined that the meeting at which this resolution was
adopted and said election was called was open to the public and public notice of the time, place
and purpose of said meeting was given, all as required by Chapter 551 of the Texas Government
Code.
SECTION 12.
EFFECTIVE DATE
That this resolution, election order, and notice shall take effect upon adoption.

My immune system is compromised, and I don't feel comfortable returning until
the COVID numbers are on the decline. I would like to continue to work from
home until it's safe. I have no issue with this unless it becomes a long -teem
situation. If it does, we need to restructure her job ditties and move her to a less
critical position that can be performed remotely. Her absence, especially on
Tuesdays, impacts the entire staff

Mail - with checking the mail every other day as listed on the plan
initially. Regarding public information, we could call the mailroom on the off
day to check if mail has been rec'd and only pick up if there is anything as
public information requests need to be date -stamped the day they are received.
This is a valid concern; however, we have received very little mail on average
during the week, even before COVID. If'there is Certified mail, time are always
sent an email. There have been a few PIRs but all of them wee e considered
informal requests because of how they were addressed. wing to check the mail
is not an issue; it provides me a few minutes "break".
My desk — I would like to see if Plexiglas could be installed in front of my desk
as I do get visitors from time to time. Since the entrance to our area will be
locked, there is no need_ her to have Plexiglas; especially if she is only in the
office on Mondays.
Telecommuting - I would prefer to telecommute most days and be in the office
on Mondays if possible since I am at high risk. She's at high risk every day, not
just on Mondays. Is there a need for her to come to work once a week? My
concern is her caring for her granddaughter during work time and the issues
surrounding her connectivity.,If her eat"continues to be an issue, she

I would prefer to telecommute until I am required to be back in the office. As
long as it doesn't affect my position, being I am very new still. At that point, I
have my own face coverings that I wash daily. So the date I will return depends
on you guys. Sound good? I am fine with this; she is being very productive and
is still in the learning phase. My only concern is her ability to move forward in
training. I have an alternative workplan though.
