CRIME CONTROL AND PREVENTION DISTRICT
A RESOLUTION TO FORMALIZE COMMUNITY -BASED PROGRAM
ADVISORY BOARD
WHEREAS, since 2007, the Crime Control and Prevention District (District) has set aside a
portion of its annual budget to make grants to community -based programs that meet criteria
under state law and further the District's mission — with the amount of funding for such grants
having substantially increased beginning in fiscal year 2021, when the District began setting
aside ten percent of its annual budget for programs within the Partners with a Shared Mission
initiative, which includes the community -based programs; and
WHEREAS, for the last several years, the process of evaluating applications for community -
based program grants has included input from an advisory group consisting of one appointee
for each member of the District's board and one appointee for the police chief, and
WHEREAS, it is recommended that the District's board formalize the advisory group and
restructure it to allow for a regular and alternate appointee for each board member and the
police chief to help ensure the ability to have full representation when the advisory group
meets.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
FORT WORTH CRIME CONTROL AND PREVENTION DISTRICT THAT:
1. The rules attached hereto to as Exhibit A, establishing and governing the Community
Based Program Advisory Board, are hereby adopted; and
2. This resolution, election order, and notice shall take effect upon adoption.

Crime Control and Prevention District
Community Based Program Advisory Board
SECTION l: CREATED; PURPOSE.
(a) A resident advisory board to be known as the Community -Based Program
(CBP) Advisory Board (or CBP Board) is hereby established for the
purposes of advising the Board of Directors of the Crime Control and
Prevention District (CCPD) on programs applying to receive Community
Based Program funding that is allocated as part of the CCPD Partners with
a Shared Mission Initiative.
SECTION 2: COMPOSITION AND TERMS.
(a) The CBP Board shall be comprised of twelve members with one regular and
one alternate appointee for each CCPD Director and one regular and one
alternate appointee for the Police Department.
(b) Members appointed to odd -numbered places shall have terms which expire
in odd -numbered years, and members appointed to even -numbered places
shall have terms which expire in even -numbered years.
(c) Members shall serve two-year terms, and no member shall serve more than
three consecutive two-year terms.
(d) Members shall serve without compensation and may be removed at any time by
the individual who appointed them.
(e) The officers shall be chairperson and vice chairperson. Officers shall be elected each
October by the CBP Board based on a majority vote of members. Each officer shall be
elected for a term not to exceed one year. If any office becomes vacant for any reason, it
shall be filled for the remaining term in the same manner. Police staff shall serve as the
secretary.
SECTION 3: ABSENCE RULE
(a) Reports to City Secretary, as the Board Secretary. The Police Department
will assign a staff liaison to facilitate the CBP Board meetings. The liaison
must take attendance at each CBP meeting utilizing the attendance sheet
promulgated by the Fort Worth City Secretary's Office. The liaison must
submit to the City Secretary a copy of the attendance sheet within 24

business hours following a regularly scheduled meeting.
(b) The City Secretary's Office (CSO) will forward attendance concerns to the
CCPD Board Member who made the nomination.
(c) When a member is absent from three successive meetings or misses 25% or
more of the meetings in a 12-month period, the CSO, as secretary for the
CCPD, shall notify the nominating CCPD Board Member that the appointee
is in violation of the attendance policy.
(d) The nominating Board Member has the responsibility to either discuss the
violation with the appointee or nominate a replacement.
(e) Requests to nominate a new regular or alternate member to the CCPD
Scoring Committee must been submitted to CSO and CCPD staff by the
Board Member's office.
(f) Removal of Members for attendance violations will follow the same
procedure as used for Council appointed Boards and Commissions.
SECTION 4: ADMINISTRATIVE SUPPORT.
(a) Staff support of the CBP Board will be as assigned by the Chief of Police.
(b) Assigned staff will serve as the secretary for the CBP Board.
SECTION 5: POWERS AND DUTIES.
(a) The CBP Board shall review and make recommendations to the Crime Control
and Prevention District Board of Directors concerning (1) concept papers and
(2) funding applications for the CBP program.
(b) Funding recommendations made by the CBP Board shall be advisory only and
not be binding on the CCPD Board of Directors.
SECTION 5: MEETINGS; QUORUM
(a) Meetings will take place at least quarterly. Staff may schedule additional
meetings as needed to review CBP funding applications, provided, however, that
meetings shall generally occur no more often than monthly.
(b) A quorum consisting of at least 2/3 of the members, or 8 members, must be
present for a meeting to occur. Regular members are required to coordinate with
their district's alternate in the event they are unable to attend.

SECTION 6: SCORING PROCESS
(a) Concept Paper
Applications requiring a concept paper or letter of inquiry will require a vote of
members on the concept paper prior to scoring. Applications with no `decline'
votes will advance. Members declining an application concept paper will
provide reason(s) for the `decline' vote. Eligible agencies receiving a `decline'
may resubmit after 120-days from the `decline email' or at the deadline for the
next cycle, whichever comes first. The decline of a Concept Paper is not
appealable.
(b) Full Application
1. All full applications shall be scored by assigned staff according to the criteria
established in the request for proposals. Assigned staff will provide the CBP
Board with scoring information and subject matter expert feedback at least 2-
weeks prior to any meeting in which a recommendation vote will be held.
2. At the meeting at which a recommendation vote is scheduled to take place
assigned staff shall publicly present the scores and feedback that were
communicated to the CBP Board in advance of the meeting. Following the
presentation, members may 1) vote on: A) all presented applications, B)
individual presented applications, and/or 2) require some or all applicants to
provide a presentation or submit to an interview at a follow up meeting.
Applications requiring a presentation or interview shall receive a
recommendation vote at the next regularly scheduled CBP Board meeting
except (following the presentation interview) where the applicant is unable to
attend the scheduled meeting. In such cases, the vote will occur at the next
regularly scheduled meeting for which the applicant is available.
3. Applicants that are required to provide a presentation or submit to an
interview will be provided with an agenda that allows 5-minutes to present on
content of the application and time for questions by members.
4. Following a vote on the application, assigned staff will provide feedback to
applicants that are declined. Applicants that wish to appeal the decision may do
so in writing to the chairman of the CBP Board. In order to be considered, the
appeal must quote the relevant scoring criteria from the RFP and/or the staff
feedback along with the relevant sections from the application as part of the
justification for the appeal. The chairman will distribute the appeal to the CBP
Board and the appeal will be considered at the next regularly meeting. Declined
applications that do not appeal the decision may not resubmit until the next
cycle.

(c) CCPD Board Action
Assigned staff shall present the concept papers that are not declined and the full
applications that are recommended by the CBP Board to the CCPD Board of
Directors as an action item. A written report will be provided that provides
further detail on the recommendations and both the number and disposition of
submitted concept papers and full applications.
(d) Expert Resource
Police Department will appoint subject matter experts to review materials
produced for and by the community and provide, as needed, advice to the Police
Department, the CBP Board, and the CCPD Board.
