AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $500,517.00,
FROM AVAILABLE FUNDS, FOR THE PURPOSE OF EXECUTING A
CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH FOR PUBLIC
HEALTH PREPAREDNESS AND BIOTERROISM RESPONSE; MAKING THIS
ORDINANCE CUMULATIVE OF. PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-
2003 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $500,517.00, from available funds, for the
purpose of executing a contract with the Texas Department of Health, for public health
preparedness and bioterrorism response.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT ADOPTION OF APPROPRIATION ORDINANCE AND AUTHORIZATION TO EXECUTE
A CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH FOR A PUBLIC
HEALTH PREPAREDNESS AND BIOTERRORISM RESPONSE GRANT FOR
SEPTEMBER 1, 2003, THROUGH AUGUST 31.2004 'r
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute a contract with the Texas Department .of Health (TDH) for
$500,517.00 to be used for public health preparedness and bioterrorism response during the period
September 1, 2003, to August 31,2004; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $500,517.00; and
3. Approve an indirect cost rate of 10% of salaries, as authorized by TDH.
DISCUSSION:
For the second year, the Centers for Disease Control and Prevention (CDC) has provided funding to
the TDH to continue to enhance the capacity of the public health system to prepare for and respond to
terrorism, infectious outbreaks, and other public health threats and emergencies. The inaugural funding
last year for the Fort Worth Public Health Department was $526,860.00, as approved in M&C C-19069
on April. 30, 2002. A total of $38,741,505.00 in funds is to be allocated this year among TDH, the
regional offices, and local health departments in Texas. Each county will receive a base amount of
$20,000.00, plus an additional amount based on $1.36 per capita.
Tarrant County will receive $2,073,106.00, which will be appropriated between the City's and Tarrant
Counties Public Health Departments according to a needs assessment and plan jointly developed by
the departments and approved by the Regional Health Director, Dr. James Zoretic. The estimated
apportionment will be approximately $500,517.00 for the City and $1,572,589.00 for Tarrant County.
This division of labor is consistent with the City Council's policy direction in reorganizing public health in
Fort Worth and Tarrant County and with the previous year's activities.
The CDC and TDH require that each local health department continue to address six focus areas:
Preparedness Planning and Readiness Assessment; and
• Surveillance'and Epidemiology Capacity; and
• Laboratory Capacity-Biological and Chemical Agents; and
® Health Alert Network/Communications and Information Technology; and
• Risk Communication and Health Information and Dissemination; and
• Education and Training.

Local health departments are required to continue to assure that their needs assessments and plans
are coordinated with the plans of cities that have received funds for Metropolitan Medical Response
System (MMRS) development, as well as regional plans with other jurisdictions. Fort Worth is an
MMRS city.
The grant-funded activity will cover the period from September 1, 2003, through August 31, 2004. The
projected activities will continue to build upon accomplishments achieved during the inaugural funding
period from June 1, 2002, through August 31, 2003. These accomplishments include the design and
presentation of educational programs for public and professional communities, development of mass
prophylaxis immunization protocols, and the revision and enhancement of disaster preparedness plans
at the local and regional level. Overall, these activities have served to better prepare Fort Worth
citizens for a variety of emergency events.
The requested re-funding will be used .to further cultivate and disseminate educational and
preparedness activities throughout Fort Worth, enhance communication and response capabilities, and
provide for an additional position to the five already hired. This position will serve to coordinate the
increasingly elaborate and sophisticated activities of the current staff of the Bioterrorism and Health
Emergency Preparedness team.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Funds.
