AN ORDINANCE REALLOCATING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND FOR THE POLICE
DEPARTMENT BY DECREASING APPROPRIATIONS FROM SALARY AND
BENEFITS CATEGORY IN AN AMOUNT UP TO
$3,400.00 AND INCREASING APPROPRIATIONS IN THE TRANSFERS &
OTHER CATEGORY BY THE SAME AMOUNT, FOR THE PURPOSE OF
TRANSFERRING TO THE GRANTS OPERATING FEDERAL FUND FOR THE
CITY'S MATCH REQUIREMENT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the
Budget of the City Manager, there shall also be a reallocation of funds in the General Fund for the Police
Department by decreasing appropriations from Salary and Benefits category in an amount up to $3,400.00
and increasing appropriations in the Transfers & Other category by the same amount, for the purpose of
transferring to the Grants Operating Federal Fund for the City's match requirement.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent j urisdiction, such decision, opinion or j udgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$3,400.00 from the General Fund for the City's Match Requirement, Authorize Execution of Related Grant Agreement, and Adopt Appropriation
Ordinances
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify application for, and authorize acceptance of, if awarded, the Selective Traffic Enforcement Program Operation Slowdown Grant from
the Texas Department of Transportation in an amount up to $17,000.00;
2. Authorize the execution of a grant agreement with Texas Department of Transportation for the Fiscal Year 2025 Selective Traffic Enforcement
Program Operation Slowdown Grant;
3. Adopt the attached appropriation ordinance reallocating appropriations in the General Fund for the Police Department by decreasing
appropriations from Salary and Benefits category in an amount up to $3,400.00 and increasing appropriations in the Transfers & Other
category by the same amount, for the purpose of transferring to the Grants Operating Federal Fund for the City's match requirement; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund (1) in
an amount up to $13,600.00 subject to award and receipt of grant, and (2) in an amount up to $3,400.00, as a transfer from the General
Fund, as the City's match requirement, for a total amount up to $17,000.00, for the purpose of funding the Fiscal Year 2025 Texas
Department of Transportation Selective Traffic Enforcement Program Operation Slowdown Grant.
DISCUSSION:
The Texas Department of Transportation (TXDOT) Selective Traffic Enforcement Program Operation Slowdown (Operation Slowdown) grant is
aimed at reducing the number of vehicle crashes, injuries, and fatalities due to speed. The goal is to save lives and reduce injuries resulting from
motor vehicle crashes. In doing so, warnings or citations can be given to the drivers but the focus is to influence them to slow down and not
necessarily write citations. Although, it's at the officer's discretion to decide what action he or she will take. In this campaign, we discourage the
use of radar and encourage officers to slow roll through traffic.
Operation Slowdown features a 2-week mobilization period which is July 18, 2025 through August 3, 2025 and is an overtime -only opportunity. The
grant pays for regular overtime and fringe (retirement and FICA).
Award of this grant and receipt of funds will occur in Fiscal Year 2025. The total grant is in an amount up to $17,000.00 which includes an amount
up to $3,400.00 match. A local match of at least 20% is required. The Fiscal Year 2025 General Fund budget will be used to meet this match
requirement. Indirect costs are allowable and will be charged at the current approved rate of 3.51 % and an estimated cost of $315.00. This is a
reimbursement grant. The Grant Application Repository Number is GRNT-APPL-0000000122.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
