AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE ENVIRONMENTAL MANAGEMENT PROJECT FUND IN THE AMOUNT OF
$12,345.00 FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE
DEMOLITION OF 1776 EAST BERRY STREET; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and .appropriations in the
Environmental Management Project Fund in the amount of $12,345.00 from available funds for the purpose
of funding the demolition of 1776 East Berry Street.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

COMPLIANCE DEPARTMENT
RECOMMENDATION:
It is recommended that the City Council:

Authorize the transfer of $12,345 in undesignated funds from the Environmental Management
Operating Fund to the Environmental Management Project Fund for the demolition of the structure
located on 1776 East, Berry Street; and
2. Adopt the attached appropriation ordinance increasing estimated receipts. and appropriations in the
Environmental Management Project Fund by $12,345; and
3. Authorize an agreement for the demolition of City-owned properties as follows:

DISCUSSION:
These demolition services are required to abate two substandard and hazardous commercial
structures, and two Lake Worth lease properties for the following reasons: .
• 1776 East Berry Street and 5318 Ramey Avenue: These are surplus City-owned properties and
are substandard and hazardous to the surrounding communities.
• 4025 Marina Drive: The City has sold two parcels of lease property that are adjacent to the City-
owned property, and has restricted any owners from operating a commercial marina. The
demolition of the improvements on this lease lot will remove unsafe structures and ensure that it
is no longer used or operated as a commercial marina. This transaction was approved on
August 28, 2002 (M'&C L-13391).
• 7547 Jacksboro Highway: The lease on this property has expired and the lessee did not remove
the improvements. The property has since been identified for possible use in conjunction with
future highway expansion, therefore making it necessary to demolish the remaining structure
located on the property.

COMPLIANCE DEPARTMENT
BID ADVERTISEMENT -This bid .was advertised in the Commercial Recorder on April 23 and 30,
2003. 'The Purchasing Division solicited 120 vendors from the purchasing system database. Six
responses were received.
BID TABULATION -See attached bid tabulation.
M/UVBE -Fast Forward Demolition is in compliance with the City's M/WBE Ordinance by committing to
10% M/VVBE participation. The City's goal on this project is 10%.
Due to the casts associated with the other structures, the M/V1/BE ordinance does not apply.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that, upon approval of the above recommendations.and adoption of the
attached appropriation ordinance, funds will be available in the current operating budgets of the
Environmental Management Project Fund, the Lake Worth Trust Fund, and the General Fund.
