HomeMy WebLinkAboutResolution 6156-09-2025A Resolution NO. 6156-09-2025 AUTHORIZING THE HONORARY DESIGNATION FOR SHIRLEY KNOX BENTON AT RAMEY AVENUE AND ROBERT HUGHES STREET AND FITZHUGH AVENUE AT ROBERT HUGHES STREET WHEREAS, The Fort Worth City Council has a policy for honoring individuals who have made a longstanding positive impact to the city and its residents; and WHEREAS, Shirley Knox Benton has served the Fort Worth community since relocating to Fort Worth in the 1960s; and WHEREAS, Shirley Knox Benton was the first woman to become principal at Dunbar High School and served that role for more than ten years garnering recognition from Reader's Digest as an American Hero in Education, being peer -selected as a Texas High School Principal of the Year, earning a Gold Performance Campus designation from the Texas Education Agency and a cash reward for the campus of $117,550.00 for raising TAAS Test Scores; and WHEREAS, Shirley Knox Benton is an active member of Shiloh Missionary Baptist Church, an historic Black church in the Fort Worth Northside serving parishioners in Fort Worth for over 120 years and she has been recognized by St. Peter's Presbyterian Church as `A Woman Who Made A Difference' in the `Stop Six' community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: In recognition of the many contributions to the City of Fort Worth by Shirley Knox Benton, sign toppers shall be placed at the intersections of Ramey Avenue and Robert Hughes Street and Fitzhugh Avenue and Robert Hughes Street in her honor. Goodall, City Secretary ®n��n� ,000Ar L g a D�0 odu090 �=Q a 00 OS s * GJ �a8 �EXA��roo August 26, 2025 NOTICE OF PROPOSED HONORARY DESIGNATION Existing intersections of Ramey Avenue at Robert Hughes Street and Fitzhugh Avenue at Robert Hughes Street The City of Fort Worth City Council will consider adopting a resolution making an honorary designation recognizing the positive contributions made to the City of Fort Worth by Shirley Knox Benton, by installing sign toppers at the intersections of Ramey Avenue and Robert Hughes Street and Fitzhugh Avenue and Robert Hughes Street, at the date and time indicated below: September 16, 2025 at 6:00 pm in the City Council Chamber on the lobby level, 100 Fort Worth Trail. If the resolution is adopted, the designation will be placed at the inter sections of Ramey Avenue and Robert Hughes Street and Fitzhugh Avenue and Robert Hughes Street. A map exhibit is attached, showing the locations of the proposed designation. This notice is intended to inform abutting property owners and other interested parties of the proposed honorary designation and scheduled meeting. You are invited to attend the City Council meeting and express an opinion relative to the proposed designations on September 9, 2025 at 6:00 p.m. This is not a summons to appear at the meeting. Adopt the attached resolution honoring Shirley Knox Benton and authorizing sign topper honorary designations to be placed at the intersections of Ramey Avenue and Robert Hughes Street and Fitzhugh Avenue and Robert Hughes Street; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Fund, in the amount of $759.95 from available Miscellaneous revenue received, for the purpose of funding the placement of honorary sign toppers. DISCUSSION: The City has a program for honoring citizens who have made significant contributions to enhancing the fabric of the community. An application nominating such a designation for Shirley Knox Benton was received and reviewed by staff. The program requires the submission of names, addresses, and signatures of all abutting property owners within 300 feet, concurring with the honorary designation. Shirley Knox Benton has served the Fort Worth community since relocating to Fort Worth in the 1960s. Notice of the proposed designation was sent on August 26, 2025 to the adjacent property owners along both sides of the street within 300 feet. A copy of the notice for the City Council hearing is included and attached. The applicant will bear the cost of design and installation for two designation signs in the amount of $759.95. The Transportation and Public Works Department is responsible for the collection and deposit of funds due to the City. Fabrication and installation will begin once Transportation and Public Works receives the $759.95 for design and installation. The installation will not be completed if funds are not received from the applicant. If approved, Transportation and Public Works Department staff will manufacture and install the street topper signs. This project is located in COUNCIL DISTRICT 5. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendation, receipt of the funds, and adoption of the attached appropriation ordinance, funds will be deposited into the General Fund as appropriated. The Transportation and Public Works Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City.
