AUTHORIZE INITIATION OF REZONING FOR CERTAIN PROPERTIES ON
PANTHER ISLAND BETWEEN NORTH COMMERCE STREET AND THE
FUTURE RING ROAD TO THE EAST AND BETWEEN NE 4TH AND NE 5TH
STREETS TO "PI-CC-1" (PANTHER ISLAND -CANAL C — PHASE 1) IN
ACCORDANCE WITH THE COMPREHENSIVE PLAN AND PANTHER ISLAND
VISION 2.0
WHEREAS, Informal Report No. 8289, describes the procedures for City Council -
initiated rezoning of properties to make the City's zoning districts more consistent with
the adopted Comprehensive Plan; and
WHEREAS, the Council -initiated rezoning procedures involve verifying the
proposed zoning changes are consistent with the City's Comprehensive Plan; allowing
interested Council Members to conduct one or more informational meetings within or near
the proposed zoning districts to explain the proposed changes to affected property owners;
briefing the City Council on the proposed zoning changes, after which the City Council
shall indicate whether or not it wishes to initiate those proposed changes; and placing an
appropriate Resolution on the agenda for the next regular City Council meeting authorizing
the Development Services Department to prepare a zoning change application and schedule
the application for the next available public hearing of the Zoning Commission; and
WHEREAS, in accordance with Informal Report No. 8289, the affected property
owners were sent a letter dated August 30, 2025, notifying them of the proposed changes
and to contact Mayor Pro Tem Carlos Flores with any questions or concerns; and
WHEREAS, Mayor Pro Tern Carlos Flores has requested that the City Manager
initiate the rezoning process for the subject properties; and
WHEREAS, the affected parcels are primarily undeveloped land and designated as
Mixed Use in the Comprehensive Plan; and
WHEREAS, the affected parcels are part of the Panther Island Form -Based Code
Neighborhood Zone 2 with a maximum height restriction of 96 feet; and
WHEREAS, the affected parcels are part of the first phase of planned Panther Island
redevelopment where expansion of current height restrictions is recommended prior to the
full update of the Form -Based Code; and
WHEREAS, the proposed rezoning of the affected properties will require the City
to create a new sub -district "PI-CC-l" (Panther Island -Canal C — Phase 1), increasing the
maximum building height and allowing administrative waivers to the minimum building
height; and
WHEREAS, staff recommends rezoning the affected parcels from "PI-N-2" (Panther
Island -Neighborhood Zone 2) and "PD/PI-N-2" (Planned Development for the drive-in
movie theater) to "PI-CC-1" (Panther Island -Canal C — Phase 1), a new zoning district to
be established simultaneously with this requested rezoning, as depicted in Exhibit A; and
WHEREAS, approval of this Resolution will allow the City Manager to submit a
zoning change application for public hearing by the Zoning Commission on October 8,
2025, and for public hearing and action by the City Council on October 21, 2025.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS, THAT:
The City Manager is authorized to initiate a zoning change from "PI-N-2" (Panther
Island -Neighborhood Zone 2) and "PD/PI-N-2" (Planned Development for the drive-in
movie theater) to "PI-CC-1" (Panther Island -Canal C — Phase 1) for the property located
east of North Commerce Street to the future ring road and between NE 4th Street and NE
5th Street in Council District 2, in accordance with the Comprehensive Plan and Panther
Island Vision 2.0 as depicted in Exhibit A.
