SECTION ).
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Culture and Tourism Fund in the amount of$5 83,418.00, decreasing the assigned fund balance by the same
amount, for the purpose of purchasing additional Axn-Linster carpet and removal and disposal of the existing
carpet and wall base, preparation and installation of the new carpet; plus contingency and staff
udnri�indatradoo.
SECTION 2.
That should any portion, section or part o[a section o[this ordinance hodeclared buvalid` inoperative or
void for any reason by a court of competent j Urisd ict ion, such decision, opinjon orjudgment shall in no way

SECTION 3,
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 arid all other ondiuu000a and
uppnopbudooa amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances arid appnopdudnom, in n/biob iunk}ucn said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Purchase of Additional Axminster Carpet from Couristan, Inc., in the Amount of$150,371.70,
Authorize Execution of a Work Order with The Mark IV Construction Group, LLC, for the Removal and
Installation of Carpet and Wall Base at the Fort Worth Convention Center in the Amount of $367,455.21
Plus the Amount of$65,591.09 for Contingency and Staff Administration for a Total Construction Cost in
the Amount of$433,046.30, and Adopt Supplemental Appropriation Ordinance Increasing Appropriations in
the Culture and Tourism Fund in the Amount of$583,418.00 and Decreasing the Assigned Fund Balance
by the Same Amount (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Culture and
Tourism Fund in the amount of$583,418.00 and decreasing the assigned Fund balance by the same
amount;
2. Authorize an increase in the amount of$150,371.70 to the purchase order for the purchase of
additional Axminster Carpet from Couristan, Inc., for the Public Events Department for a total purchase
amount of$748,953.70; and
3. Authorize the execution of a Work Order with The Mark IV Construction Group, LLC, in the amount of
$367,455.21 for the removal and disposal of the existing carpet and wall base, preparation of the floor,
and installation of the City-furnished Axminster carpet and wall base.
DISCUSSION:
On May 7, 2013, (M&C P-11520)the City Council adopted the supplemental appropriation ordinance and
authorized the purchase of carpet from Couristan, Inc., in the amount of$598,582.00 for the Fort Worth
Convention Center.
On May 22, 2013, the Purchasing Department issued a purchase order to Couristan Inc., in the amount of
$598,582.00 for the purchase of 19,800 square yards of custom Axminister Carpet and 13,000 linear feet
of wall base for use in the Fort Worth Convention Center.
Couristan Inc., completed the final "Take Offs"that take into account the width of the looms weaving the
carpet, the pattern repeats in the carpet, the seaming of the carpet during installation, the waste generated
during installation and the "Attic Stock" requirement. The completed "Take Offs" revealed that an
additional 4,962.33 square yards of carpet was required at an additional cost of $145,452.28. In addition,
the varying heights of the wall bases required an additional amount of $4,919.42 for materials at a total
additional amount of$150,371.70.

On July 17, 2012, (M&C C-25726) the City Council authorized the execution of a five-year job order
contract with The Mark IV Construction Group, LLC, for construction services for minor construction and
renovation projects. In 2010, with the various phasing involved around the many events at the convention
center and special installation requirement for the Axminster carpet, this firm did an excellent job in
replacing the "Herd" carpet at the Fort Worth Convention Center and is recommended for the work for this
project.

Carpet Purchase (Previously Approved) $ 598,582.00
Additional Carpet Purchase $ 150,371.70
Carpet Removal, Floor Prep, and Installation $ 367,455.21
Contingency, Staff Administration $ 65,591.09
Total $1,182,000.00
MIWBE OFFICE: A waiver of the goal for the MBE/SBE subcontracting requirements for the original
carpet purchase was requested by the Purchasing Division and approved by the MfWBE Office because
the purchase of goods or services is from sources where subcontracting or supplier opportunities are
negligible.
The Mark IV Construction Group, LLC, is in compliance with the City's MNVIBE Ordinance by committing to
30 percent MfWBE participation for the carpet removal and installation. The City's goal is 25 percent
M/WBE participation for this job order contract.
The Fort Worth Convention Center is located in COUNCIL DISTRICT 9, and serves Fort Worth residents
in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendation
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Culture and Tourism Fund. Upon approval, the assigned fund
balance of the Culture and Tourism Fund will exceed the minimum reserve, as outlined in the Financial
Management Policy Statements.
