CLDM[LATlYE OF PDI0[t ORDINANCES; REPEALING ALL ORDINANCES ON
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.

TEXAS:
SECTION
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$20,784.24, subject to receipt of 8Tuut from the hJo*b Central Texas Council of
Governments, for the purpose of reimbursing expenditures for the Cowtown Recycles Downtown Project.
SECTION 2.
That should any portion, section or pod of section of this ordinance be declared invalid, Looperatixe or
void for any reason by a court of competent jurisdiction, such decision, opirdon orjudgment shall in no way
' ui/ the remaining portions, ancboum, or parts of sections of this ordinance, which said remaining
provisions shall bu and remain in full force and effect,
SECTION 3.
That thJo ordinance shall be ournulubvo of Ordinance No. 20952-09'2013 and all other ordinances and
appropriations onneodLog the same except in those instances where the provisions of this ondiououc are in
direct conflict with such other ordinances arid appropriations, in vvt6cb instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Grant Contract Amendment with the North Central Texas Council of Governments
and Acceptance of Additional Grant Funds in the Amount of$20,784.24 for the Purpose of Reimbursing
Expenditures for the Cowtown Recycles Downtown Project and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a grant contract amendment with the North Central Texas Council of
Governments and accept additional grant funds in the amount of$20,784.24 making the total amount
$114,254.24 received from North Central Texas Council of Governments; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of $20,784.24.
DISCUSSION:
On April 10, 2012, (M&C C-25550) the City Council authorized the application and acceptance of a grant
from North Central Texas Council of Governments (NCTCOG) in the amount of$93,470.00 for the
purpose of funding the Cowtown Recycles Downtown Project and in the amount up to $833.00 from the
solid waste fund as the in-kind matching funds for the grant.
A key component of the original grant application was the partnership with Public Improvement District 1
through their management company Downtown Fort Worth Inc. (DFWI), to implement public space
recycling. DFWI agreed to purchase 12 dual use recycling/trash receptacles in the amount of$20,784.24.
The grant closed on June 28, 2013. The City of Fort Worth, as the grantee, was notified by NCTCOG that
non-labor/fringe in-kind expenses by the City would be reimbursed as a result of unspent funding by other
grantees. The City submitted a reimbursement request in the amount of$20,784.24 to reirriburse DFWI
for the purchase of the 12 dual use recycling/trash receptacles.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
