HomeMy WebLinkAboutOrdinance 27953-09-2025Ordinance No AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $5,219.03,FOR THE PURPOSE OF PROVIDING LIBRARY PATRONS WITH THE PRIVILEGE TO VISIT MORE THAN 500 LIBRARIES AND BRANCHES THROUGHOUT THE STATE OF TEXAS AND CHECK OUT MATERIALS WITH THE GOAL TO IMPROVE LIBRARY SERVICE TO TEXANS BY MAKING EACH LIBRARY’S MATERIALS AVAILABLE TO THE GREATEST NUMBER OF USERS;PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2024-2025 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $5,219.03, for the purpose of providing library patrons with the privilege to visit more than 500 libraries and branches throughout the State of Texas and check out materials with the goal to improve library service to Texans by making each library’s materials available to the greatest number of users. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 27107-09-2024 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a TexShare Card Reimbursement Program 2023 grant award from the Texas State Library and Archives Commission in an amount totaling $5,219.03; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund for a total amount of $5,219.03, for the purpose of providing library patrons with the privilege to visit more than 500 libraries and branches throughout the State of Texas and check out materials with the goal to improve library service to Texans by making each library's materials available to the greatest number of users. DISCUSSION: This Institute of Museum and Library Services (IMLS) reimbursement is funded by the Federal Library Services and Technology Act (LSTA) and administered by the Texas State Library and Archives Commission (TSLAC). The TSLAC has awarded the Fort Worth Public Library (Library) this non-competitive reimbursement grant in the amount of $5,219.03. TexShare cards provide library patrons with the privilege to visit more than 500 libraries and branches throughout the State of Texas and check out materials. The goal of the TexShare Program is to improve library service to Texans by making each library's materials available to the greatest number of users. This TexShare card service and the award are both benefits of the Library being an accredited member of the Texas Public Library System. This Mayor & Council Communication authorizes the acceptance and appropriation of those funds for reimbursement of the related expenses the Library Department incurred during fiscal year 2025. Since no City salaries will be charged, indirect cost recovery does not apply. There are no matching requirements. This is a reimbursement grant. Application data for this award has been added to the Grant Application Repository (GRNT-APPL-0000000144). A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Library Department (and Financial Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditures being incurred, the Library Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
