RATIFYING THE SUBMISSION OF AN APPLICATION FOR A GRANT FROM
THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR
UNDER THE JUVENILE JUSTICE & DELINQUENCY PREVENTION ACT FOR
THE DIAMOND HILL COALITION AFTER SCHOOL PROGRAM;
DESIGNATING AN AUTHORIZED OFFICIAL; AND ASSURING REPAYMENT
OF GRANT FUNDS IN THE EVENT OF LOSS OR MISUSE
WHEREAS, the City of Fort Worth (City) applied for a grant from the Criminal
Justice Division of the Office of the Governor (CJD) under the Juvenile Justice &
Delinquency Prevention Act for the Diamond Hill Connection After School Program (the
Program), which will be administered by the Parks and Community Services Department;
and
WHEREAS, as part of the application process, the City is required to adopt a
resolution containing the items set forth below.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. That City approves of the submission of an. application to the CJD to
request funding for the following clearly identified project: provision of
supervised after school educational, cultural and recreational activities
for middle and high school age youth (ages 1.0 through 17) in an effort to
promote school attendance, discipline, and learning and to provide
participants with the skills needed to improve their academic competency
in reading, writing, and mathematics.
2. That the Assistant City Manager for Community and Administrative
Services is designated to serve as the Authorized Official for this grant,
with the power to apply for, accept, reject, alter, or terminate this grant.
3. That the City of Fort Worth hereby makes written assurance that, in the
event of loss or misuse of grant funds, the City will return all grant funds
to CJD.

Ratify Application for and Acceptance of, if Awarded, a Grant in the Amount Up to $63,774.00 from the
Criminal Justice Division of the Office of the Governor of Texas to Operate the Diamond Hill Coalition After-
School Program, Designate Assistant City Manager for Community and Administrative Services to Serve
as the Authorized Official for the Grant, Adopt Resolution Required by Grant Regulations, and Adopt
Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and acceptance of, if awarded, a grant from the Criminal Justice Division of
the Office of the Governor of Texas in the amount up to $63,774.00 to operate the Diamond Hill Coalition
After-School Program from September 1, 2013 to August 31, 2014;
2. Designate the Assistant City Manager for Community and Administrative Services to serve as the
authorized official for this grant with authority to apply for, accept, reject, alter or terminate the grant;
3. Adopt the attached Resolution to meet grant requirements regarding authorization of the application,
designation of the authorized official, and provision of written assurance that grant funds will be returned in
the event of loss or misuse; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$63,774.00, subject to receipt of the grant.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to ratify the application for and
acceptance of, if awarded, a grant from the Criminal Justice Division (CJD) of the Office of the Governor of
Texas to operate the Diamond Hill Coalition After-School Program (Program) and to comply with grant
requirements regarding designation of an authorized official and adoption of a Resolution containing
necessary representations related to the grant.
The Program provides supervised after school educational, cultural and recreational activities for middle
and high school age youths. It is also designed to promote school attendance, discipline and learning. A
major function of the Program is to provide participants with the skills needed to improve their academic
competency in reading, writing and mathematics. With this grant, the Program will serve youth ages 10
through 17. This will be the second year of the current Program. In 2012-13, the Program served 79
youths.

Chapter 3 of Title 1 of the Texas Administrative Code outlines conditions for grant funding that apply to
CJ[} grants. Section 3.2021 requires that the City Council adopt a Resolution that (i) authorizes
app|iC8d0D for grant for a clearly identified project, (i|) COrnrnits to providing matching funds, if applicable,
(iii) designates the name or title of an authorized official who has power to apply for, accept, reject, alter Or
terminate a grant, and (iv) provides written assurance that all grant funds will be returned to the CJD if the
funds are lost Ormisused. NO matching funds are required for this particular grant and the attached
Resolution includes all Of the other necessary elements.

The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
bUdget, as appropriated, of the Grants Fund.
