AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AIRPORT GRANTS FUND IN THE AMOUNT OF $862,103.00, SUBJECT TO
RECEIPT OF THE GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR
THE PURPOSE OF FUNDING IMPROVEMENTS TO RUNWAYS' 16R/34L AND 16L/34R
SAFETY AREAS, PROVIDE SECURITY ENHANCEMENTS, REHABILITATE THE
STORM WATER CONTAINMENT FACILITY, CONDUCT A PAVEMENT MANAGEMENT
STUDY AND REHABILITATE PAVEMENT AT FORT WORTH ALLIANCE AIRPORT;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airport Grants Fund in the amount of $862,103.00, subject to receipt of the grant from the Federal Aviation
Administration, for the purpose of funding improvements to runways' 16R/34L and 16U34R safety areas,
provide security enhancements, rehabilitate the storm water containment facility, conduct a pavement
management study and rehabilitate pavement at Fort Worth Alliance Airport.
SECTION 2.
That should any' portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this. ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this .ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from.the Federal Aviation
Administration (FAA) in the amount of $775,893 to improve runway 16R/34L and 16U34R safety
areas, provide security enhancements, rehabilitate a storm water containment facility, conduct a
pavement management study and rehabilitate pavement at Fort Worth Alliance Airport; and
2. Authorize the use of land credits in the amount of $86,210 for the City's in-kind local match `of 10%
of the project; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Airport Grants fund by $862,103 subject to receipt of the grant.
DISCUSSION:
Each year, Fort Worth Alliance Airport is eligible to receive Non-primary Airport Cargo Entitlement
money from the FAA based on the amount of the previous calendar year cargo activity. This money is
available through grants to fund airfield improvements. The amount of entitlement money available to
Alliance Airport this year is $775,893.
Upon receipt of a grant from the FAA for this entitlement money, a Request for Proposals from
engineering firms will be issued to identify and design improvements to runway safety areas, design
security enhancements, design improvements to the storm water containment facility and conduct a
pavement management study. Upon completion of design, a Request for Bids will be issued for these
improvements based on design. All contracts will be submitted to the City Council for approval.

FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current capital
budget, as appropriated, of the Airports Grants Fund.
