HomeMy WebLinkAboutOrdinance 15630Ordinance No. AN ORDINANCE INCREASING ESTIMATED RECEIPTS-AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $100,000.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE INITIAL PROJECT IMPLEMENTATION PHASE OF TRINITY RIVER VISION MASTER PLAN, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2002-2003 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $100,000.00 from available funds for the purpose of funding the Initial Project Implementation Phase of the Trinity River Vision Master Plan. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to transfer an amount of $100,000 from the Fort Worth Local Development Corporation Fund to the Special Trust Fund for the initial project implementation phase of the Trinity River Vision Master Plan; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $100,000 in the Special Trust Fund for this phase. DISCUSSION: .~ .~ At their Pre-Council meeting on May 27, 2003, the City Council received a briefing on the Trinity River Vision Master Plan and the proposed 12-month initial implementation phase. On June 3, 2003, the City Council adopted a resolution adopting the Trinity River Vision Master Plan as a guide for future development along the Trinity River and its major tributaries. The initial implementation phase is estimated to cost $450,Q00 and includes the following elements: • Appointment of Leadership Council; and • Development of project phasing plan; and • Concept design for Phase One Urban Waterfront; and • Design and engineering for Urban Waterfront; and • Creation of Trinity River Vision tax increment finance (TIF) district; and • Seeking funding for Phase One Trinity River Vision projects; and • Supporting the U.S. Army Corps of Engineers and other federal and state agencies in determining the Preferred Local Option Plan and in obtaining other federal and state approvals; and • Day-to-day support and coordination including creation of overlay zones and review of City roadway and bridge standards as needed, and review and coordination with current developments. City of Fort Worth, Texas ~Ayar And Council Cammun;cAtion DATE REFERENCE NUMBER LOG NAME PAGE 7/22/03 C-'19670 22APPROPRIATION 2 of 2 SUBJECT ADOPTION OF APPROPRIATION ORDINANCE ALLOCATING $100,000 FOR INITIAL PROJECT IMPLEMENTATION PHASE OF THE TRINITY RIVER VISION MASTER PLAN The proposed funding sources are: Tarrant Regional Water District $200,000 City of Fort Worth $100,000 Tarrant County $100,000 Streams ,and Valleys, Inc. 50 000 Total $450,000 On July 1, 2003, the Fort Worth Local Development Corporation adopted a resolution transferring $100,000 to the City for its contribution~toward the cost of the initial implementation phase. The Tarrant Regional Water District, Tarrant County, and Streams and Valleys, Inc. have each allocated their contributions to this phase. `.~ FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in .the current operating budget, as appropriated, of the Special Trust Fund. The Fort Worth Local Development Corporation will have a remaining balance of $143,458 following the aforementioned transfer.
