I. Call to Order
With a quorum of the board members present, President Price called the meeting of the
Crime Control and Prevention District Board (CCPD) of Directors to order at 5:46 p.m.,
on Thursday, August 22, 2013, in the Pre-Council Chamber of the Fort Worth Municipal
Building, 1000 Throckmorton, Fort Worth, Texas 76102.
11. Approval of June 17, 2013 Minutes
Motion was made by Director Shingleton and seconded by Director Espino to approve
the minutes of the June 17, 2013, Crime Control and Prevention District Board of
Directors Meeting. The motion carried 8-0 with Director Zimmerman absent.

III. Upcominp, and Recent Events
Assistant City Manager Charles Daniels advised the Board of the following upcoming
events:
October 1"—National Night Out
November 7th—CCPD Board meeting

Captain Linda Stuart introduced Code Blue Volunteer Coordinator Judith Bell

Third Quarter Report

There was no discussion or questions on any of these items.
VL Action Items
Consideration and approval of the FY 2014 Crime Control and Prevention District
Budget.
Marianne Makar presented an overview of the FY 2014 Budget.
The following changes were presented:
• PACS Late Night Program Increase of$483,479 &10 civilian
positions
• Comin' Up Gang Intervention Increase of$783,592 and no
positions
• Increased Jail Costs Increase of$3,474,297 and no
positions
• Savings in Recruit Officer Training Savings of$1,799,483 no positions
These changes will result in a net increase to the CCPD FY 2014 Budget of$2,941,885.

At this time Mayor Price opened the public hearing on the FY 2014 CCPD Budget.
Lance Griggs addressed the board regarding CCPD not funding COP (Citizens on Patrol)
radios.
Carolyn Mulkay addressed the board regarding CCPD not funding COP radios.
Michael Cohen addressed the board regarding using CCPD funds for the Late Night
Program, and Comin' up Gang Intervention program and the Jail Contract. That these
should not be part of the CCPD budget. He also addressed CCPD not funding COP
radios.
Ivanna Wiesepape addressed the board regarding the CCPD not funding COP radios.
Mayor Price asked Chief Halstead to address the radio issue.
Chief Halsted indicated that some opportunities to address this issue are coming up and
stated that a comprehensive report would be provided at the November 7, 2013 CCPD
Board meeting.
Captain Stuart gave same additional information on the encryption protocol and the
safety channel that would be available to the COP.
Director Espino confirmed with the City Attorney that the expenses related to the Jail,
Late Night Program and Gang Intervention Program were all allowable uses under the
statute governing Crime Control and Prevention Districts.
Director Scarth stated that there was value in evaluating the programs funded in CCPD
and to report to the Board about the programs on a regular basis to ensure they are still
effective. He also addressed the radio issue and perhaps there is a grant available for the
radios.
There being no further citizens to speak the public hearing was closed.

Director Scarth made a motion seconded by Director Espino that pursuant to the
discussions between this Board and the Fort Worth City Council during our joint
meeting, that the following amendments be made to the CCPD Board-Approved Budget:
(1) add the Parks & Community Services Department's Late Night Program and 4 of the
Comin' Up Gang Intervention sites to CCPD's Partner with a Shared Mission Program
Area, increasing the Program budget by $1,267,071; (2) Increase the funds transferred
from CCPD to the General Fund to include the entire cost of the contract with the City of
Mansfield for jail services, which will increase the Equipment, Technology &
Infrastructure Program Area by $3,474,297; and (3) Use savings accrued in the
Recruitment & Training Program Area to offset a portion of the previously referenced
increases by reducing the Recruit Officer Training budget by $1,799,483. In addition
Director Scarth asked that the staff bring back a report, in six months, on the
effectiveness of the Late Night Program and the Comin' Up Gang Intervention Program
and a report on the COP radio issue including technological issues and costs. The motion
carried 7-1 with Director Jordan opposed.
VII. Citizen Comments
There were none.
VIII. Future Agenda Items
President Price requested that the Chief bring back a report/update on the radio issue to
the November 7, 2013 Board meeting.
Director Espino asked for a thorough presentation on the Citizens on Patrol program and
the entire Code Blue Program—Citizens on Patrol, Crime Watch including a map on
where the programs are.
Director Bivens asked that the Chief to ensure that Tarrant County is using evidence
based programs in their Juvenile Justice programs.
IX. Adjourn
With no further presentations or discussions, President Price adjourned the meeting of the
Fort Worth Crime Control and Prevention Board of Directors at 6:21 p.m., on Thursday,
August 22, 2013.
