BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts ~ ,>cated to the various City departments for Fiscal Year 2002-
2d03 in the Budget of the City C•.{=',: lager, there shall also be increased estimated receipts and
appropriations in the Grants Fund is ,the amount of $500,000.00, upon receipt of the grant from the
Federal Highway Administration. i ~- the purpose of funding the design and construction of
neighborhood connections to the i :' :y Kiver trail system.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason „y a court of competent jurisdiction, such decision, opinion or
judgment shall in no way imps, - remaining portions, sections, or parts of sections of this
ordinance, which said remaining ~ , lions shall be and remain in full force and effect.
SECTION 3.
T t this ordinance shall be cu: ~ive of Ordinance No. 15184 and all other ordinances and
2 opriations amending the sar. 'pt in those instances where the provisions of this ordinance
r: in direct conflict with such ~ ordinances and appropriations, in which instance said
c iicting provisions of said prior ~,~ ~F~ces and appropriations are hereby expressly repealed.
SECTION 4

GRANT FOR THE DESIGN AND CONSTRUCTION OF NEIGHBORHOOD
CONNECTIONS TO THE TRINITY RIVER TRAIL SYSTEM AND TO ADOPT THE
ATTACHED APPROPRIATION ORDINANCE
RECOMMENDATION:
Et is recommended that the City Council:
1. Authorize the City Manager to apply for and accept a Transportation and Community and System
Preservation Pilot Program grant in the amount of $500,000 from the Federal Highway
Administration to evaluate potential neighborhood trail connections throughout the city, to prepare
preliminary designs and cost estimates for several high-priority connections, and to construct the
Foster ParklKellis Park Pilot Project; and
2. Authorize the City Manager to execute a Grant Agreement with the Texas Department of
Transportation {TxDOT), subject to the following provisions:
a. The City will design all trail connections in accordance with applicable TxDOT standards; and
b. The City will involve TxDOT as well as neighborhood residents, Streams and Valleys, Inc., the
Tarrant Regional Water District, and other interested parties in the design process; and
c. The City will conduct inspections on any construction projects in cooperation with TxDOT; and
3. Authorize the City Manager to negotiate an appropriate change order with TxDOT so as to add the
Faster Park/Kellis Park Pilot Project to the scope of the existing street and drainage project in the
vicinity of the proposed pilot project; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $500,004 upon receipt of the grant.

GRANT FOR THE DESIGN AND CONSTRUCTION OF NEIGHBORHOOD
CONNECTIONS TO THE TRINITY RIVER TRAIL SYSTEM AND TO ADOPT THE
ATTACHED APPROPRIATION ORDINANCE
1 } Evaluate potential neighborhood trail connections throughout the City and prepare preliminary
designs and cost estimates for several high-priority connections; and
2} Construct the Foster ParklKellis Park Pilot Project, which consists of the following:
a. Reconstruct the existing hikelbike trail connection in Foster Park between the small
pedestrian bridge over the creek and the parking lot; and
b. Construct a new hike/bike trail from the southeast intersection of Wabash AvenuelTrail Lake
Drive/Granbury Road to the parking lot in Kellis Park; and
c. Construct a segment of sidewalk along South Ridge Road adjacent to Kellis Park.
The Planning Department will administer the grant funds and will contract with an appropriate
consultant to evaluate and design the neighborhood trail connections. The Parks and Community
Services Department will design the trail connections through Foster Park and Kellis Park. The
TransportationlPublic Works Department will negotiate an appropriate change order with TxDOT for the
Foster ParklKellis Park Pilot Project.
The scope of this project is citywide. Faster and Kellis Parks are located in COUNCIL DISTRICT 3.
FISCAL INFORMATIONICERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current budget, as
appropriated, in the Grants Fund.
