A RESOLUTION UPDATING THE COMMUNITY -BASED PROGRAM
ADVISORY BOARD RULES
WHEREAS, the Crime Control and Prevention District (District) has long set aside a portion
of its annual budget to make grants to community -based programs that meet criteria under
state law and further the District's mission; and
WHEREAS, for the last several years the process of evaluating applications for such grants
has included input from an advisory group consisting of one appointee for each member of
the District's board and one appointee for the police chief; and
WHEREAS, in 2023, the District's board formalized the advisory group and enacted rules
for its governance (FWCCPD Resolution 2023-001); and
WHEREAS, following conversations with the advisory board, staff recommends updating
and revising the advisory body's rules, which revisions include formally redesignating the
group as the "Emerging Partners Advisory Board," enacting a process for the advisory board
to annually set a minimum score that applications must obtain from staff s technical scoring
meet in order to be presented for consideration by the advisory board, and requiring certain
additional data be captured and presented to the advisory board for each application.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
FORT WORTH CRIME CONTROL AND PREVENTION DISTRICT THAT:
1. The rules attached hereto to as Exhibit A, establishing and governing the Emerging
Partners Advisory Board, are hereby adopted; and
2. This resolution, election order, and notice sh e e ct option.

Crime Control and Prevention District
Emerging Partners Advisory Board
SECTION 1: CREATED; PURPOSE.
(a) A resident advisory board to be known as the Emerging Partners Advisory
Board (or EP Board) is hereby established for the purposes of advising the
Board of Directors of the Crime Control and Prevention District (CCPD)
on programs applying to receive Emerging Partners funding that is
allocated as part of the CCPD Partners with a Shared Mission Initiative.
SECTION 2: COMPOSITION AND TERMS.
(a) The EP Board shall be comprised of twelve members with one regular and
one alternate appointee for each CCPD Director and one regular and one
alternate appointee for the Police Department.
(b) Members appointed to odd -numbered places shall have terms which expire
in odd -numbered years, and members appointed to even -numbered places
shall have terms which expire in even -numbered years.
(c) Members shall serve two-year terms, and no member shall serve more
than three consecutive two-year terms.
(d) Members shall serve without compensation and may be removed at any time
by the individual who appointed them.
(e) The officers shall be chairperson and vice chairperson. Officers shall be elected each
October by the EP Board based on a majority vote of members. Each officer shall be
elected for a term not to exceed one year. If any office becomes vacant for any reason, it
shall be filled for the remaining term in the same manner. Police staff shall serve as the
secretary.
SECTION 3: ABSENCE RULE
(a) Reports to City Secretary, as the Board Secretary. The Police Department
will assign a staff liaison to facilitate the EP Board meetings. The liaison
must take attendance at each CBP meeting utilizing the attendance sheet
promulgated by the Fort Worth City Secretary's Office. The liaison must
submit to the City Secretary a copy of the attendance sheet within 24
business hours following a regularly scheduled meeting.
SECTION 6: SCORING PROCESS
(a) Concept Paper
Applications requiring a concept paper or letter of inquiry will require a vote
of members on the concept paper prior to scoring. Applications with no
`decline' votes will advance. Members declining an application concept paper
will provide reason(s) for the `decline' vote. Eligible agencies receiving a
`decline' may resubmit after 120-days from the `decline email'. The decline of
a Concept Paper is not appealable.
(b) Full Application
1. Minimum score. Before April of each year the EP Board shall, at a regular
meeting, establish a minimum staff scoring threshold that applications must
attain during the coming year in order to advance to the EP Board for
consideration. The minimum staff scoring threshold will be calculated to take
into account the average actual scores of proposals that have been approved
during a specified preceding period.
2. Staff scoring. All full applications shall be scored by assigned staff
according to the criteria established in the request for proposals. Assigned
staff will provide the EP Board with scoring information, number of
participants, cost per participant, and subject matter expert feedback at least 2-
weeks prior to any meeting in which a recommendation vote will be held.
4. Consideration by EP Board. At the meeting at which a recommendation
vote is scheduled to take place, assigned staff shall publicly present the scores
and feedback that were communicated to the EP Board in advance of the
meeting. Following the presentation, members may vote on presented
applications and/or require some or all applicants to provide a presentation or
submit to an interview at a follow up meeting. Applications requiring a
presentation or interview shall receive a recommendation vote at the next
regularly scheduled EP Board meeting following the presentation interview.
4. Presentations. Applicants that are required to provide a presentation or
submit to an interview will be provided with an agenda that allows 5-minutes
to present on content of the application prior to questions by members.
5. Feedback to Applicants. Following a vote on the application, assigned staff
will provide feedback to applicants that are declined. Applicants that wish to
appeal the decision may do so in writing to the chairman of the EP Board. In
order to be considered, the appeal must quote the relevant scoring criteria from
the RFP and/or the staff feedback along with the relevant sections from the
application as part of the justification for the appeal. The chairman will
distribute the appeal to the EP Board and the appeal will be considered at the
next regularly meeting. Declined applications that do not appeal the decision
may not resubmit for 120-days from the date of the EP Board's vote to decline.
(c) CCPD Board Action
Assigned staff shall present the full applications that are recommended by the
EP Board to the CCPD Board of Directors as an action item. A written report
will be provided that provides further detail on the recommendations and both
the number and disposition of submitted concept papers and full applications.
(d) Expert Resource
The Police Department will appoint subject matter experts to review materials
produced for and by the community and provide, as needed, advice to the
Police Department, the EP Board, and the CCPD Board.
