AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIAL ASSESSMENT DISTRICT FUND IN THE AMOUNT OF $29,025.00 FROM
AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING IMPROVEMENTS AND
SERVICES IN PUBLIC IMPROVEMENT DISTRICT NO. 7; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fiscal Year 2003-2004 in the
Budget of the City Manager, there shall aiso be increased estimated receipts and appropriations in the
Special Assessment District Fund in the amount of $29,025.00 from available funds for the purpose of
funding improvements and services in Public Improvement District No. 7.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 15184 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

{HERITAGE}, ADOPT A BUDGET AND SERVICE PC_AN, ADOPT A PROPOSED
ASSESSMENT ROLL, SET A BENEFIT HEARING DATE FOR FISCAL YEAR 2003-
2004, ADOPT AN ORDINANCE APPROPRIATING CERTAIN FUNDS FOR THE
DISTRICT, AND AUTHORIZE A CONTRACT V1/ITH PREMIER COMMUNITIES TO
PROVIDE MANAGEMENT SERVICES FOR THE DISTRICT
RECOMMENDATION:
It is recommended that the City Council:
1. Hold a public hearing concerning the plan of services and budget for FY 2003-2004; and
2. Adjourn such public hearing; and
3. Approve the attached service plan and budget for FY 2003-2004 as recommended by the Advisory
Board of Public Improvement District No. 7; and
4. Authorize the transfer of $29,025 from the General Fund to the Special Assessment District Fund,
PID No. 7, FY 2003-2004 project account; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$29,025 in the Special Assessment District Fund from available funds; and
6. Authorize the transfer of $2,500 for administrative fees from the Special Assessment District Fund,
PID No. 7, FY 2003-2004 project account to the General Fund; and
7. Authorize the City Manager to execute a contract with Premier Communities to provide
improvements and services in the PID No. 7 during FY 2003-2004 for the sum of $421,264; and
8. Adopt the proposed 2003 assessment roll which is on file with the City Secretary and set Tuesday,
September 9, 2003, at 7:00 p.m. in the City Council Chamber as the time and place for the benefit
hearing; and
9 Direct the City Secretary to give notice of the Septerrrber 9, 2003, hearing irf acce~rctance with State

ASSESSMENT ROLL, SET A BENEFIT HEARING DATE FOR FISCAL YEAR 2003-
2004, ADOPT AN ORDINANCE APPROPRIATING CERTAIN FUNDS FOR THE
DISTRIGT, AND AUTHORIZE A CONTRAGT W{TH PREMIER COMMUNITIES TO
PROVIDE MANAGEMENT SERVICES FOR THE DISTRIGT
State law requires an annual report on the plan of services and proposed budget, which are included as
part of this Mayor and Communication.
The general nature of the proposed improvements andlor services to be provided by the district shall
include:
• An improvement district landscaping, construction and maintenance program consisting of the
planting and maintenance of special supplemental landscaping, the maintenance of
supplemental irrigation systems, and park maintenance; and
• Special fencing in and along boulevards, parks and open spaces; and
• An improvement district management program to provide for the administration, management
and operation of the district.
PID No. 7 is located in COUNCIL DISTRICT 2.
FISCAL INFORMATIONJCERTIFICATION:
The Director of Finance certifies that upon approval and completion of the above recommendations and
the adoption of the attached appropriation ordinance, funds will be available in the FY2003-2044
operating budget, as appropriated, of the Special Assessment District Fund.
